Looks to me like you slapped together every spell Gengar can learn that interacts with each other in some way.
Yes, that's sort of the point.
Sub for obvious reasons, WoW or confussion WoW is meant to cripple offensive pokemon and confussion is there to make them miss.
Shadow ball is there for stab, but Wow is there incase if you picked Confussion ray and want to really screw the pokemon over.
Now the final moveslot is meant to have hex, but if you ran WoW over Shadowball you pick Shadowball this time, if you don't want to run hex and didn't use WoW but ran confussion ray and Shadowball instead The last move is your choice really.
Remember tho, using confussion ray and WoW only allows you one damage dealing attack to use the set properly, as it is mean to make you live longer, but you have less coverage.
Confussion Ray might be kinda pointless depending on how you look at it(But if the pokemon is Paralized this is a perfect oppertunity to take advantage of parafussion as the pokemon can not switch out. WoW, and Perish song along with Shadow ball could be used to.

You cannot expect us to accept your set when you have slashed almost every single useful move that gengar gets bar like, Sludge Bomb (as well as slashing in some pretty average moves). Its like me saying "Rate my Jirachi set" and slashing Thunder / Thunder Wave / Body Slam / Iron Head / Water Pulse / Flash Cannon / U-Turn / Ice Punch / Fire Punch / Icy Wind / Thunderbolt / Substitute / Calm Mind / Wish / Stealth Rock @ Leftovers, Choice Scarf and Shuca Berry. Like seriously....
Generally, you have a set of 4 moves, and maybe one or 2 slashes total, please don't slash in 50% of its moveset, its unreable and noone wants to reply to your custom set thats running 12 different moves

There, I fixed the set up alot. I tried to make it easier to read so ideleted some of the slashs. I no it's not 1 or 2 moves slashed altogether but now it's alot easier to read.

Maybe you should explain the general strategy that goes into running a set like this instead of just slapping a bunch of random moves together and calling it a set.
I...don't think you understand how making competitive movesets/builds work. You make a build by giving EVs, nature, moveset, and then specifically saying the build's purpose. What does it threaten? What does it check? What are its weaknesses? What other moves could be used in place of existing ones, and why? What item does it run, and why? What calculations/replays do you have of this set to prove it is somewhat viable?
Don't just throw in builds willy-nilly.

The first Ev build is to increase your bulk alittle, while the second one is more focused on out speeding your opponent and maximizing your damage output.

Also, if you have a paralizer, Mega Gengar could really make use of Confussion ray and Paralize, along with subsitue and shadow tag abillity and massive Sp attack, your opponent is practily dead and can't escape.

Counters: Steel types and sometimes taunters which are not as effective since you outspeed most of them, and if confussion works. So other counters are anything that can tank hits or has priority over Mega Genar, tho even then it can be iffy.
This set checks alot of pokemon that rely on attack or priority, due to confussion and WoW. if you have SR support on this set to well, it works even better to.
The main purpose is to Kill something and receive as little damage as you can while destroying your opponent at the same time, even after being outsped

Anyway, A gengar set with mega:
Gengar@Gengarite
Modest / Timid
252 SPA / 252 SPE / 4 HP
- Shadow Ball
- Sludge Bomb
- Focus Blast
- Destiny Bond
Honestly if ur using mega, I think this is Gengar's best build. Shadow Ball & Sludge Bomb are the STAB, Focus Blast for the Obvious TTar Switch, I believe TTAR gets 2HKO's by it (With Assault Vest). And lastly I find Destiny Bond Useful just incase you didn't predict that TTar Switch. You can Opt to take him down with you.

Wonder if a scarfed Starmie can OHKO with either Psyshock/Psychic. Can anybody confirm this?
I find Substitute more useful than Destiny Bond since it lets me switch out of Tyranitar, and most of the time you are just going to be ignoring that fourth move, so it's better to lose 25% HP and have a trapper to use later than to give up your Mega just to take down a Tyranitar.

Damn Mega Gengar, surprise bulk is surprise bulk.

252 SpA Starmie Psychic vs. 0 HP / 0 SpD (custom): 258-306 (98.85 - 117.24%) -- 87.5% chance to OHKO.
Another reason to stick with Psyshock, XD.
I was just about to post that!! Grr...in all seriousness, I was kinda glad that Starmie still has a shot at beating Mega Gengar as long as it remains with Choice Scarf. It shows that Gengar, even in its Mega Form, is still relatively frail.
Good set, but unfortunately it suffers heavily from 4 moveslot syndrome
I use subsitute and Destiny bond. Tho it does suffer from having one less attack, it goes down and takes almost any oponent with him
Were natures taken into account? Like a modest Starmie? I doubt the Gengars nature would be taken into account because their nature would be either Modest or Timid anyways, with no impact on bulk.

I did the test as well and they were both Timid.
Try it with MGengar with 80HP IV's.
252 SpA Starmie Psyshock vs. 80 HP / 0 Def Mega Gengar: 278-330 (98.93 - 117.43%) -- 93.75% chance to OHKO -- guaranteed OHKO after Stealth Rock.
I'm pretty sure you meant EV's, not IV's, so...that's what I went with. Gengar's chances of survival are...very slim, sadly.
