Instacheck Hotspot -- a fast Pokémon checker for XY

I keep getting this error when I click start hotspot... "The group or resource is not in the correct state to perform the requested operation" Anyone know how to fix it? I already tried the stuff on the first page.
 
I've been screwing with this thing for the past week or so.. I've tried the multiple versions, the first release I always run into the virtual error no matter what. I tried the other version a user uploaded but can't get anywhere and I tried the standalone as well. I made an ad-hoc with my laptop (using vista) and connected my 3ds to it but I couldn't get it to connect from there and I couldn't get the new network to show up in the checker. As for browsing these posts I've found nearly no help on the subject, I actually joined to ask for help. I've seen people with similar issues but they seem to get passed over or incomplete help. What's the best thing I can do for my Vista? If I can get this working I wouldn't mind checking eggs for people in the future. Thank you

Have you ensured that your wireless is on but you are using an ethernet cord for internet? Mine wasn't working at first because it was turned off

Does not work on VISTA. I have VISTA and it does not work.

That's not good.....What Network do you have enabled? You need the one enabled that you are sharing. Mainly one with an Ethernet cable

I have Local Area Connection in network connections enabled and my internet is connected with an ethernet cable. I also have Tunngle in network connections which I used for other games and it says "network cable unplugged" for that one.
