With regards to Roar, the faster Pokemon goes first and makes the slower Roar user leave the battlefield without letting the slower Pokemon use their Roar. (Exception in GSC, the slowest Roar works and the faster Roar doesn't.)

On FR/LG it's level 30, though I'm unsure about Emerald. However, like the other Island events besides Eon, I'm pretty sure the tickets were never legally distributed so it might count as "hacked".

The Aurora Ticket was distributed at Pokemon Rocks America, so Deoxys from Kanto can generally be considered legal. However, since they were not distributed after Emerald was released, Deoxys from Hoenn are not legal.

I thought it did, but when I tested this out for myself, really it didn't work as I was keeping track of my EV's. You may get a different answer but this is just my own experience.

no if they level up and learn a move, the first move will be erased

a pokemon with extra moves? what do you mean? if you are talkin about breeding egg moves / tm's, it doesnt care, the baby inherit the father moves (the ones that it have WHEN enters) it doesnt matters if when you take it it doesnt have it anymore
