I was doing the same today but all of my and riolus I received in trades evolved before level 25 with the soothe bell and I never used that o power that's really strange that riolu must really hate you/people lol also mine were in regular pokeballs
But am i doing something wrong?
I don't think so all I did was give it soothe bell and battle restaurant also I think he only evolves during the day if you were trying at night
yea it has spikes and toxic spikes, ummm idk, I spose I need beldum, Porygon, or Chespin with appropriate egg moves. The Beldum would be my highest priority.

Thats the usual going rate ive seen thus far, obviously it goes back and forth some. Also a rarer mon (Like a HP mon, or low gender ratio Female) typically warrant an Ability Capsule on their own.
BTW depending on what your offering for them, I could pick one or two up for ya.
