That is Misdreavus, though I would prefer to trade any I have in stock atm due to breeding for HP fire Magnemites.
I got Elekid, Tentacool (Liquid ooze/clear body), Qwilfish, Houndour, Goomy, Porygon, Larvitar and Duskull as of now, most with egg moves and all 5IV (0 speed on sassy Duskull)
