Okay guys, I have a bit of an unfortunate situation here. I recently added a Hippowdon to my team and started work on breeding it. I went through all the trouble of finding an HA Hippopotas, breeding the moves and nature and IVs until I found the perfect one and only after I EV trained it did I realize that stealth rock is a BW2 tutor move for Hippowdon. So I was screwed.
So with that being said, does anyone know where or from whom I could get an Impish HA Hippopotas with stealth rock, slack off, and whirlwind? I am really really salty about this, so I'd be willing to trade a lot. What I'm offering is follows:

Bit of an odd question, I guess, but if the Kiloude Judge states that a number of stats can't be beat, is there any reason to doubt those stats represent 31 IVs?
I have also used a flat battle online, which set the Pokemon to LVL 50, to learn of it's stats at that level and entered them into an IV Calculator. Could the result of 31/31/31/X/X/31 be wrong (assuming all data was correctly inputted)
I ask because someone I am in trade negotiations with is adamant I level up the poke to 20, clear it's IVs then post him the stats before he's willing to trade, because the Kiloude Judge is inaccurate, as are the LVL 50 stats from a flat battle. They claim that "It can't be beat" can represent a stat that has anywhere between 28-31 IVs.
I'm hesitant to say the least about following the guys instructions, since I believe the evidence I provided is sufficient.

Nope. If the Judge say the IVs "Can't be beat" they're at 31. The judge never lies.
Also, if I were you, instead of using a WiFi battle I'd go to the battle institute, save outside it and take a challenge. Note down your Pokemon stats at level 50 (it gets automatically set to 50) and soft reset.
If the person doesn't want to believe you they're not going to as at level 20 calced stats aren't even 100% accurate and at level 50 many 30-31ivs will give you the same stat. The judge is never wrong and can't be beat is always a 31, but I doubt anyone who doesn't believe that (despite uhh..the internet?) Is really very interested in doing your trade
