Honestly, I wouldn't even bother with a Hidden Power. After a Quiver Dance or two, Volc can muscle through most of its checks just by inflicting so much damage.

Blissey only got wish from a 3rd gen event that was impossible to RNG. Any flawless one is almost certainly hacked.
Yeah, considering that was a gen 3 event that happened like 10 years ago, before RNG was a thing, and was exclusive to NYC, I highly doubt that you can even find one, let alone a flawless one. I do however wish you luck in finding one(see what I did there XD)
