How do I find out if it isn't?
Protect and Detect have a priority of 3. Ice Shard, Quick Attack, Aqua Jet, Extremespeed, and other things like that have a priority of 1.
What poke can take a hit or two from standard OU pokes (dos, ttar, etc), Rain Dance, baton Pass, and preferably swords dance?

No, its not. Anything that can breed (except ditto) can breed with ditto, regardless of lvl. However, if you want to pass the move down, the charmander has to be male.
Celebi and Gliscor are the only ones that fit the requirements, but they have better things to do than Rain Dance.

The Power Herb is obtained for 48 BP in the Battle Tower. Speed does matter on Lugia, particularly if you're using it to counter Groudon, because you want Lugia to be able to set up Reflect before being attacked.

Another thing, I'm trying to make Dragonite as slow as possible, but I do want to use Life Orb to boost Dragonite's attacks. How slow would Dragonite be with and without the Macho Brace, and would it be slow enough to outspeed enough pokemon in Trick Room to be an effective TR sweeper?

To get pokerus, you have to either fight a pokemon with pokerus in the wild or have a pokemon with pokerus in your party for a couple battles.

There's also 30/31/30/31/31/31. Note that you can replace any of the 30s with a 2, 6, 10, 14, 18, 22, or 26, and any of the 31s with a 3, 7, 11, 15, 18, 23, or 27 and still get a 70 power Hidden Power.
And this stuff can all be found in Part IV of the Breeding Guide. Look there for answers for similar questions.
