Yes.
 
It does not matter when a Pokemon evolves. Stats are determined by EVs, IVs and natures so your Tangrowth will have the same stats at 100 regardless of when it evolves.
 
What's with the Wormadon G & S movesets? Is that a joke or is Wormadon really any different in those rumored Johto remakes?

No, Substitute takes away 1/4 of your health to make a sub, so essentially it is dividing your HP by 4. Thus, with 401 HP you would be making a 100.25 HP Substitute and not a 101 substitute

Is it worth keeping? I noticed the extremely High SP.Atk and Okish Def and speed & hp are 14-15 which is just below half way...

What about 402? That way it will be 100.5 which is rounded to 101.
 
Should I use this Cresselia set I just thought of? It probably has been done before but I want to know if it will work.

It's really up to you, but I wouldn't keep it with speed that low. I mean, it's fine if def and sp. def aren't perfect, even HP, but the crucial stats, if you are going to use the thing competitively, must be good. I don't think 15 will cut it in speed.

It could help you switch into random surfs and thunderbolts, but that's not really necessary unless you're keen on such stuff.
