Egg moves can be passed by either gender assuming you are playing in Pokémon X or Y. In previous generations this was not the case.

Both male and female can pass down egg moves now, so if you have a male chimchar with thunderpunch and a compatible female with another egg move the offspring while get both egg moves (although be careful because egg moves overlap if there are more than 4 available, also be wary of level up moves that are also egg moves for this).

phew ok. Serebii said only available through b2/w2 move tutor, so I freaked out. Must have missed the prior evolution part because I was looking on my phone and it was only the one move. Thanks for pointing that out!

The only ones that cannot be caught are the ones from Kalos. The others were all released through the dreamworld with their hidden abilities.

The analysis says from Fire Red, and I just looked through a list of Safari Zone Pokémon (mostly as a formality), and Bulbasaur is not on the list.
I'm gonna say probably hacked (correct me if I'm wrong), and you should report the erroneous legality to the Pokécheck staff.

Safari Ball is not available to use in the friend safari.
