Personally I'd go with Snarl, but that's just me. With Snarl, the imperfect special attack won't matter much because you won't be killing things with it, just mostly trolling... xP

I'd say yes, as it will be Umbreon's only reliable source of damage.

I don't think you need wish and moonlight. I'd probably run toxic in place of moonlight for stalling and wall breaking, and maybe run dark pulse for some sort of offense. Calculate your special attack value when you get the chance. Hopefully it's not too low.
Alternatively, you could run curse and payback for an offensive move, to get really tanky and put out substantial damage in the process.

I hear Klefki and Espeon work well.
I like Klefki. Fantastic typing, Prankster, decently bulky, and most importantly, not pursuit weak. It also has a pretty nice support movepool to complement dual screens.

Espeon is the best. With Magic Bounce, the only moves that can really work on it are building, and even then Yawn can solve that.

I can't teach Umbreon Foul Play. It's not any move list as a learnable move that I can find. So in short:
Can it even learn Foul Play? Also why two recovery moves?

Snarl is so weak I don't even think it's worth it.
As for EVs, I'd personally invest in Defence over Sp. Defence, Umbreon has such high SpD anyway he'd be better off becoming a mixed wall (his base defence is pretty good anyway).

BUT let me ask the other person this:
I managed to get lucky enough to hatch a SHINY 5 IV Calm Eevee, with Wish as it's Egg Move on my Y, and you want me to DISREGARD that in favor of a Pokemon I can't use in VGC Raiting Battles/Tournaments? Sorry but that is how it sounds.
