I have great luck and parents with 30/31/30/31/31/31 on all stats with female wrong natured (power belt) and right nature on male so it is about 426 eggs but seeing my luck 170 eggs

Why are you using power belt? You should use Everstone + Destiny Knot

You can get them in different pokeballs from Pokemon colosseum
Can be caught in XD/Colloseum (can't remember which) in any ball available in that game. So Nest Chikorita, Great/Dive Totodile and Timer/Repeat Cyndaquil all fine :).
