A Relaxed Tangrowth is fine, considering it doesn't outspeed much anyways, but if you can, try to get an Impish one; you never know when tying with a Donphan in speed can help =P.

Also, Relaxed could be a useful nature if you plan on giving it a Special and Physical attack.

You can get a very faint idea, but nothing exact. Level 10-20 is usually the earliest recommended level to check IVs.

Yes, a Pokemon with EXP share gets the same number of IV as hte the Pokemon battling. Note: If the pokemon in battle is holding Machobrace/power items/ etc. These will not be acccounted for on the exp share pokemon.

It will not KO. The same Blissey might not even KO a Dugtrio with no HP or Special Defense investment whatsoever.
