The only feasible way of getting Pokemon with good IVs and Natures prior to Gen 6 is through RNG abuse. Because the breeding mechanics in Gen 6 changed it meant that pokemon could be bred rather than RNG abused. If you want to breed things, you need to do it on X/Y.
the problem with that is that I want to breed a skarmory with defog but the problem is defog is a tutor move and can't be a transfer move I am aware that most pokemon that I want to breed should be transferred
Edit: I'm going after skarmory because it will help my thread and also I am going to transfer pokemon in special balls because I know that it is less of a pain to breed in gen 6

That's not exactly correct, you can breed 5 IV Pokemon in Gen 3-5 without RNG, it just takes a LONG time

Everstone only had a 50% chance of passing down the parents nature IIRC, so that is why I used the word feasible, but you are correct.

You could always learn to RNG. ;)
It's super easy in 5th gen...
As for 4th gen, it's a bit more annoying, but still not hard. I seriously RNGed something in 4th gen. drunk once (just ask that whore who liked this post, he was there).

Edit:ok I'm done with skarmory its for a thread ok so not using pokecheck and also because I will be transfering over a few pokemon in special balls from gen four because of access to apricorn balls what can I do and what pokemon do you want me to add to my thread...

Just trade to DPPt -> Teach Defog -> transfer to HGSS -> transfer to Gen 5 -> Gen 6 -> breed it. Don't need it to have high IVs on Gen 4 really, easy peasy on Gen 6. HGSS eggs aren't too bad though, its where I started Gen 4 abuse.
EDIT Nevermind I'm retarded LOL its not an egg move. A wild capture Skarm with Defog + Heavy Ball (or whatevs) wouldn't be too hard either way. xD

Uh, that's not true. You can still get flawless or close to flawless eggs in prior gens without RNG abuse. It just takes a while.
 
Where are good spots for special attack and speed EV training? Also, if I have someone else kill the pokemon (I send him in first and switch him out), I still gain all the EV's? So if I kill a group of 5 wingull (with a different pokemon), I still get 50 EV's for it? And the game doesn't let you exceed 252 EV's for a stat, correct?

Frost cavern has vanilite for your special attack

Route 15 for Speed via Murkrow.

Frost Cavern for Special Attack via Vanillite and Smoochum.

Turning on EXP Share will give EV's to the entire party.

As crazy man said Frost Cavern's your best bet for Special Attack.
However I'd recommend Route 8 Hordes for speed training as you can find both Wingull and Taillow Hordes for that.

Yes you can't go past 252 Evs on any stats now.

Yep. As of 6th gen, 252 is the max. ;)
Prior to 6th gen, it was 255, and if you transfer a pokemon from a previous gen with >252 EVs in a stat, it will be hacked corrected to 252.
 
Sorry one more question. My noibat had pokerus (forgot to put it in PC and cured it) but I never trained it. If I train it now will it still get the benefits of pokerus?
