Hey, I'm learning to RNG in the various gens and I'm starting with Regirock in Emerald. Any recommendations on tutor moves? What about gen 4 or 5?

That would depend on what you intend to do with it. You can tutor SR, as that is pretty much a staple. Drain Punch and Superpower are options. Sleep Talk for, well, Rest-talk. Elemental punches for specified offensive sets. Gravity, lol. [Oh, in Emerald? In that case] Selfdestruct and Seismic Toss are good options.
So, yeah. First decide what you want for R-rock, then decide on the tutor moves.

No such luck on the relaxed nature. I am sure I could find a relaxed ditto for you. I just acquired a ditto safari :)
Assuming both parents have all the IVs you need (6V/HP whatever) 6V/6V HP is 1/32 and 5V HP is approximately 1/12 (slightly better because of random IVs).
As far as "value" is concerned it's just made up anyways, but people without powersaves/digital copies have to go through more work to confirm a HP spread than they do for hex flawless, which could be part of the reason many people value HP spreads so highly.
As well as what Dark Ray said (that statistically they're easier); Hidden Powers are more difficult to set up for.
Everyone has a 6IV Ditto, but HP Dittos are more difficult to come across. And since 31's can be guaranteed from Friend Safari, but 30's can't; the initial set-up to breed parents is much more difficult (especially for things like HP Fighting/HP Flying which require the highest amount of 30's).
If you RNGd (or won the lottery and caught) them yourself, then sure. :)

Well, I'm not battling expert, but I'd say either decide on a bulky Rest-Talk set (so... tutor Rest Talk) or go for a bulky attacker set (Drain Punch for recovery). I'm sure others are much more experienced than me (they have to be - I haven't participated in a single competition, and only really play Random Battle on PS!) and will direct you on what you should do.

If you're doing masuda method wouldn't using a non english ditto be easier? I have a spanish one you can use, not sure about IVs but I think it has 2 or more

Now that we know a lot more about the Hoenn starters and their mega evos, what are the most desirable natures and egg moves for the starters? I want to get a jump on these projects before OR/AS, and I reckon Curse and Avalanche will no longer be useful on Swampy.
