Hi! WITH the shiny charm, it looks to be about 1:456 chance (thread). WITHOUT the shiny charm, it looks to be about 1:683 chance (thread). The with shiny charm thread has hatched quite a bit more eggs, so that number's much more stable than the number for the without shiny charm thread.

Are you looking for a specific pattern? I can breed one with the polar pattern for an ocean one.

No just the ball ability ivs nature and gender (lol just) but the pattern doesnt matter

And it looks like I'll have to start completing the pokedex in order for me to get the Shiny charm. (Which would be a real pain in the butt) hehehe ^^;
To get the shiny charm, do you have to see all the pokemon or obtain all the Pokemon in the dex?

Obtain. There are some Pokemon (Mew, Celebi, Jirachi, Deoxys, Arceus, Shaymin, Darkrai, Manaphy, Victini, Keldeo, Genesect) that you don't need to get the charm.
