The Latis are pretty much the best offensive Defoggers in the tier, so I'd say yes. Unless if you just want to run a full offensive set
Defog's only necessary if you want to, well, use them as defoggers. I think Latias kind of requires it, but Latios can definitely be used just as an offensive mon w/Specs or Life Orb
They are good defoggers, but it's not required. You could always go Specs on Latios and have a pseudo stall set on Latias. Just my suggestions tho ^_^

Defog is nearly worthless on Battle Spot because almost no one uses entry hazards, and on top of that makes you more vulnerable against Bisharp. Both are still plenty viable, Latios can go full offensive while Latias is a great tank with a hefty set of resistances. I would run Toxic tbh because it can be useful wearing down Cress & co since you are faster and have better sustain.
Just from a Battle Spot perspective if you just play random matches on Wi-Fi
So what are the rules regarding Power Saves? The only use I have with them are cloning and backing up my save data (so I can start a new game to catch more legends. >____>)

Yes, cloning and backing up saves and/or using it for TSV checks and eggs.

How does one get defog on the latis? Is it strictly available from the gen 4 HM? I'm asking because there are a few legends left on my White 2 that I'd like to try and RNG (I've never done it before, so wish me luck!) I also have platinum, but that game's still pretty far off from a point where I can get the legends from that game, and I've been focusing on breeding in gen 6 instead.
On a side note, is it easier to RNG on gen 5 or gen 4 games? What would you guys recommend as a beginner RNG project? Thanks. :)

You need to catch them in HG/SS, trade it to Diamond/Pearl and teach it Defog via HM.
Gen 5 is definitely easier than gen 4.
Strictly available from gen 4 I'm afraid :(. Latis cannot get defog ingen 5 unfortunately (although, it's not like it's horribly hard to RNG or anything lol).
A beginner RNG Project would be a Wondercard in Gen 5 (They're so stupid and easy). Generally, everything is easy in Gen 5, next best beginner thing is probably trying Sweet Scent wild capture on a route with no Wandering NPC's.

Thanks for your responses. I'll probably try the sweet scent thing first (no big loss if I mess up with a lillipup or ditto, lol), and if it goes well, then I'll try to RNG my lati, my lake trio (azelf, etc), and my golem trio (regirock, etc).

Not really that great, since Hasty is a mixed attacking nature, and it's attack is really low :P Plus, you really want 31 Speed.
Looking for a good IVs of the following pokemon? Timid Elektrike/Manetric, Bold Clefairy/Clefable, Jolly Swinub/Mamoswine, Adamant Bisharp? I also need things like a quality Landorus-T, Celebi, Shaymin, Mew and Deoxys-S, but I won't be able to get those with what I've got most likely.

Anyways, I need a Dusk Ball Spiritomb Female. Bold + Adamant. Egg moves and IVs would be nice, but I'll take a random IV'd one with no egg moves to get me started if that's all I can get. I want to breed a Shiny Spiritomb but Dream Balls look so lame.
