What's a good Diancie? by that I mean IVs and nature... is it better with a +atk to take advantage of diamond storm or +spatk for moonblast?

Nope, pretty much the only way to get a legitimate one is through RNG. You could breed one regularly, but the destiny knot only passes down 3ivs instead of 5, so getting a perfect poke would take a long ass time. As for legends, you pretty much need to RNG them. I think it might be possible to soft reset for a close to perfect one, but again, way to long. You could probably learn how to RNG, practice, and get good at RNGing in the time it takes you to normally breed a perfect poke in an earlier gen.
