Maldridge, give Lefties to Blissey. Hippowdon is immune to Sandstorm and won't need them as much. Some Ice weakening berry or Brightpowder could work.
 
Upon salac activation, what base speed pokemon (beneficial and neutral nature) would a base 90 speed pokemon (beneficial nature) be able to outrun?

With 252 Speed EVs, you will be faster than anything but Jolly 31 IV 252 EV Ninjask and a +Speed Deoxys-S.

is assurance's damage doubled if a foe switches in on me using it and them receiving stealth rock/spikes damage?

Yes.

When restricted by item clause, what are some good alternatives to Leftovers? I'm using Blissey and Hippowdon as my primary Special and Physical walls and both generally enjoy using Leftovers. What are some other options?

Choice Band, Choice Specs, and Choice Scarf.

It depends, is this for D/P or will it be staying in Emerald?

If it's for D/P, look here for Raichu and here for Pikachu.

How much attack EVs should I invest in for Spiritomb, when having a 12.5% chance of OHKOing Azelf is not a priority? The Analysis doesn't offer much advice about it's offenses in this set:

Spiritomb @ Leftovers
Careful: 252 HP, x Atk, x Sp Def
~Sucker Punch
~Taunt
~Will-O-Wisp
~Pain Split
 
If you don't want to OHKO Azelf, you might as well max its Special Defense or invest some in its Defense.
Well, the 1/8 chance is a bit off a turn-off. And I don't think [checked a couple Pokemon], Sucker Punch can OHKO any other Pokes within Spiritomb's attack range.

For that Yanmega set, what would be an alternative move set if I cannot obtain HP Ice?

I want the best coverage and most powerful moves available.

Or maybe I should just have Hypnosis/Bug Buzz/Air Slash/Protect? That really dumbs down his effectiveness though.
 
Just a small correction, Wheather dependent healing moves heal less (33%) in Hail then normally. These moves include: Moonlight, Synthesis and Morning Sun.
 
A couple of quick questions....

Facade does have STAB applied to it right? I haven't seen any calculations with STAB factored in.(unless I've just didn't notice)

Do Guts, and Choice Items raise the Stat by 1.5 not, the actual move right?
 
@Yoshipal13: The moveset you mentioned would be the next best thing. In fact, there really isn't much else that Speed Boost Yanmega can do.

@Lonewulf: Facade does take into account STAB.
