Can someone post the latest hack testing programs for pokemon? I did some trading recently and I would like some reliable sites I can use to check if any of the pokes I have been tampered with. The one I found on the blacklist page wasn't really good because my friend tested his pokesavd pokemon and the program couldn't determine if the pokemon was hacked or not. So if anyone has some sites that would be helpful.

There is only one guy we know who knows the algorithm for the PIDs (another hidden value) generated for each Pokemon. Consequently there is only one hack detection program.

He uses this algorithm to compare with the PIDs of Pokemon - if they don't match, it's hacked. Unfortunately there are many Pokemon who have their PIDs generated by different means, such as bred Pokemon, event Pokemon or Pokemon from Colosseum\XD (which uses a different algorithm).

Potentially in the future he may be able to determine the legitimacy of Colosseum\XD Pokemon and Colosseum Bonus Disc Jirachis once he finds the algorithm for those. But bred Pokemon and event Pokemon do not have their PIDs generated by any such algorithm and chances are we will never get a hack detector for those.

What kind of IV's would Togekiss benefit more from? I'm going for 31 special attack and 31 in at least 1 defence stat - but which one? Does togikiss need 31 speed? It'll be running t-wave.

With Thunder Wave, you will have more Speed than just about anything that's Paralyzed, so Speed isn't that important.

1) If you're using Endure / Reversal Lucario, is it more helpful to have a low HP IV?

That really depends. It will make you more likely to take enough damage to max out Reversal's power. The drawback is that you are less likely to be able to get in a Swords Dance, which can really help you sweep.

What's better on an Adamant Swampert: Ice Punch or Avalanche?

You can't really say one or the other is "better". Swampert's already slower than the stuff it will be using an Ice move on, anyway. It usually threatens Pokemon that set up enough so that they'll try and attack it outright so you get the boost. However, Swampert is also good at forcing switches, meaning you won't be doing as much to stuff when they switch. 10% Freeze chance on Ice Punch is nothing to sneeze at, either.

I don't think there really is a "Standard Gliscor" yet. The support Gliscor runs 0 speed EV's so at 226 speed, Breloom can outspeed him whilst Adamant. However the Baton Pass Gliscor generally runs max speed Impish (289) so you have no chance.

There's a guy under Veilstone who has 3 Seakings (near level 60 IIRC) who you can verse with the VS Seeker. If your poke is traded and is holding a Lucky Egg, you'll be getting a tonneload of exp.
Only annoying thing is sometimes he hardly responds at all.

Or you can just clone candies in Emerald and send over 6 each day :).

The person who gives the most non-E4 experience is your rival, who after 20 runs with the E4 will have Pokemon in the 70s. However, he only appears on Saturdays and Sundays and you can only battle him once every day; the next best option is Ace Trainer Ariana near the end of the Battle Zone's Sandstorm route. She has an Ambipom, a Rapidash, and most importantly, a Chansey.
