No it is not, but, if you want to trade those Pokemon here on Smogon, you'd have to claim that they were, as noted int the Wi-Fi forum rules.

I'd wait for a more professional opinion on the Latios, but I believe the Zekrom has been checked in this thread before (by Pokeguy I think).

Hackers can now use PSaves to change any IV of any pokemon to 1 or 0. So, I guess that people should be extra careful when trading for those 31/0/31/31/31/0 Trick Room shiny pokemon.
