Yep, pretty positive of it now. Things like xerneas (movepool) and abomasnow (tutor) are getting it and can learn outrage. If thats the case, then pangoro, skrelp line, tyrunt line, amaura line, goomy line, noibat line, xerneas, and zygarde get outrage (some of them already get it, but all of them can be tutored it).

Is there any tutor that might correspond to Defog? Would ease a bunch of things for breeders if that's the case

Slurpuff gets 4.14 but never had it before. Either not Superpower or a new move for PinkMuffinMon

Blastoise doesn't get the Dark Pulse tutor, but it does match up with the things that got it in BW2, and TM97 still lines up with the XY Dark Pulse distribution.
My own research seems to indicate 3.02 or 4.14 could be Heal Bell. But I highly doubt 4.14 is super power, as Eevee, Gothita and Ralts all get it. 4.14 is probably some extremely common move.
E: Kricketot does not get 4.14 or Heal Bell, but Kricketune gets both. Both get 3.02, so I think 3.02 is not Heal Bell. I'll keep checking, but I think 4.14 is Heal Bell at this point.
