Luxury works with the black, both for Fraxure and Haxorus if you want to evolve it. Dusk ball works still, as well.

Does Pidgeot really need HP Ground? Breeding for HP is so tedious
It doesn't if it has a teammate who can cover what it misses without HP Ground. It's just the more popular option.
