Swampert is the core of the team, since he just got a MeVo he is a very solid pokemon now, with a great 150 Atk i believe it makes up for his lack of recovery. Waterfall and EQ for STAB damage and reliable damage(aqua tail can be used instead of waterfall but you lose 10% accuracy). Ice punch is coverage for those pesky grass types and also hits garchomp/gliscor/landorous. Protect scouts out any hidden powers or threats.

Politoed is the Drizzle user, and is all he should be used for. Which is why he is running a support set and runs HP/DEF EVs. Most grass/lightning moves are special based and you wont want to be there for any of them anyways so i turned him into a makeshift physical wall(you could try to make him a special wall with A-vest but you lose the extra turns on rain with damp rock). Encore can lock someone up and give Me-Swamp a free switch in or any other member(or force the switch(which also gives a free switch in)), protect scouts out any hidden powers or threats, toxic can get any stallers/set up sweepers, and scald for stab(+rain dmg/ possibilty of burn).

Dragonite @ Lum Berry
Ability: Multiscale
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature

Dragonite is a flex right now trying to find a suitable filler for this team than can throw down rain. Special dragonite is a trump card not many people expect it, he can be run physically also but you lose the surprise advantage, and you would also need to run a D-dance set because he is on the slow side. Ice Beam is dragon coverage, Thunderbolt gets any stray water types(since i dont have any grass type moves, also hits rotom for neutral damage), and flamethrower gets scizor, ferrothorn,forretress(which wall my team heavily even in rain).

Chansey @ Eviolite
Ability: Natural Cure
EVs: 252 HP / 4 Def / 252 SpD
Careful Nature
- Soft-Boiled
- Heal Bell
- Toxic
- Seismic Toss
Chansey is the best, if not top 5, special walls out there. She also happens to be great support(in my case i opted to use soft-boiled over wish) in heal bell and toxic(can put a timer on any setup sweepers) and of course seismic toss so she doesnt get taunted out(also reliable damage).

Kingdra @ Life Orb
Ability: Swift Swim
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
- Dragon Pulse
- Rain Dance
- Ice Beam
- Surf
The special sweeper for this set. normally not your main choice, but with two great stabs in surf/Dragon Pulse(or draco meteor if you want higher damage) and swift swim available makes her a reliable threat. I chose modest because you only want kingdra out in the rain and when in the rain speed should not be a problem with swift swim at 80 base speed. However you will want to pack that extra punch to ensure the most amount of damage.
Forretress @ Leftovers
Ability: Overcoat
EVs: 252 HP / 4 Atk / 252 Def
Relaxed Nature
IVs: 0 Spe
- Rapid Spin
- Stealth Rock
- Spikes
- Gyro Ball
Lastly, forretress to drop hazards and spin any hazards. Although spikes/SR dont pose that much of a problem to the core of the team(swampert and Kingdra residual damage is best kept to a minimal, and in the rare case of toxic spikes forretress can quickly dispose of them). I experimented b/w forretress/ferrothorn/excadrill and found forretress to fit best. Although ferrothorn can do more damage(thorns/rocky helmet/leech seed/etc) i dont need another source of dmg, just a hazard setter/clearer. Same went for excadrill, who could function the same as forretress but i found to be much shorter lived(although he can be used if you wish to have higher damage out put).

so yeah, any input/questions?
 
If you are using Dragonite on a rain team consider Hurricane, as it gets STAB and under rain doesn't miss, same goes for Thunder minus STAB, as for the set maybe something like

I dont run him 252 spe because he is only 80 Base, so he doesnt out speed much. i'd prefer to have him tankier so he could setup rain more than once need be. and thunder/hurricane arent as accurate without rain, i dont want him to be out wasting turns in the rain, if rain is up i want swampert or kingdra out sweeping

you could try Tornadus-T/ Thundurus(-T) > Chansey since Chansey is too passive for a rainteam in gen 6 and you don't care about setup mons anyways with 2 swift swimmers and rain boosted STABs

I cannot give you a full rate at the moment, but for now, replace Dragonite with the Torn-T set Alloy suggested, and replace Forretress with Ferrothorn, which is better fitting for this team, as it checks more relevant Pokemon, such as Azumarill and Latios.

Chansey does not belong either, but I will get to that later.

EDIT: Change Chansey to something that can check Keldeo, something like Latias > Chansey allows you to check Keldeo, but also have Defog support to take pressure off the Tornadus-T (which I recommended) so it can properly heal itself with Regenerator.

I just noticed Protect on Swampert, get rid of it, because wasting a valuable rain turn with Protect is not beneficial to Swampert. Rather, Superpower > Protect allows Swampert to do a lot of damage to opposing Ferrothorn, which can be problematic, as it walls both Swampert and Kingdra.
