Welcome to 400!
The premise is simple:
All Pokemon with a BST of 400 or under get to learn any move*.
* See Banlist.

Any move they want. And it's not only one move! For example, Sunkern could have a moveset of Geomancy, Water Spout, Boomburst, and Spacial Rend, although its movepool normally contains none of these.
However, this movepool extension does not apply to its evolutions. So although Sunkern can have that moveset, Sunflora can't.​

Quick little point to make: If a Pokemon has under 400 BST but can mega-evolve, it may do so at no expense. Basically, the Beedrill set above is legal. Megas have no effect on the BST of the base form.

Now, let's get to possibly the most important part of the meta: the banlist.

Banlist of Moves:

Banlist of Pokemon:
None right now :)

That's basically it for now. If certain Pokemon or moves seem to become broken coughperishsongcough then a vote will be held. I'm almost 100% sure that Pokemon may seem too overpowered, but better to make decisions later than too soon. And later into the thread, I'll make a FAQ post to clear things up if necessary.

OU clauses and banlists apply. And remember, just because this meta favors 400 BST Pokemon and under, it doesn't mean that you still can't use Pokemon with over that BST.

Conversion 2/Reflect Type Shedinja w/ Endeavor seems pretty cool. I'll probably edit this with other really gimmicky sets.

Timid Nature

- Baton Pass

A less bulky Blaziken that gets Tail Glow. If it were bulky and didn't have a huge SR weakness, it could possibly sweep the meta. Also, prepare your Topsy-Turvy Sableye!

What niche does Heal Order have over Recover or Roost?
It doesn't really have a niche, just a cooler name imo. Also if you really want to get technical, an opponent with Recover and Imprison could effectively shut down your entire team's healing if you only have Recover, so it's nice to mix it up.
Oh, and some Flying-types like the resistances that their Flying type brings them, so Roost might not always be the best option.

Pssh, Heal Order has the coolest animation. Besides, what's cooler than calling a swarm of tiny insects to stitch your wounds on the spot?

Relevant:
Ferroseed has a great defensive typing, respectable defenses with Eviolite, and can now run any support it wants.
Topsy-Turvy Sableye. Revenge of STABmons.
Kadabra has one of the higher speed/spa scores of the under 400 group and now gets any coverage it wants, or it can do something like Magic Guard Sash Quiver Dance. Probably not that good, but it stood out to me a little. Still horrible bulk, though.

Seriously, it has exactly 400 bst and prankster. Just like sableye only more bst ^.^ Sure, it loses defense, but it gains spD, hp, and spe.

So Cute! (Illumise) @ Focus Sash / Safety Goggles
Ability: Prankster
EVs: 54 Spe / 252 Def / 204 Hp or 204 SpD (I don't know which is better)
Bold Nature
- Taunt
- Skill Swap / Topsy Turvy
- Baton Pass / Dark Void / Etc.
- Dark Void / Tail Glow / Shift Gear / Etc.

This thing counters Sableye easily. Outspeeds a 252+ speed sableye and taunts it. It can run skill swap and baton pass well, countering some set up sweepers. Safety Goggles can let it switch in on spores, which will be pretty common. Blah blah blah. I think the set speaks for itself anyways.
 
Geomancy and Light of Ruin Clefairy ayy (assuming moves like Light of Ruin or for example Steam Eruption are legal).

Also Baton Pass literally on every team, golly

Anyways this sounds amazing.

Ability: Magic Bounce
EVs: 4 Def / 252 SpA / 252 Spe
Modest Nature
- Shell Smash
- Baton Pass
- Stored Power
- Roost / Blue Flare / Moonblast
Natu really has limitless abilities in this metagame, but I wanted to take the offensive route. Shell Smash is obviously what Shell Smash is, an incredible boosting move that allows Natu to reach threatening levels in both Speed and power. STAB Stored Power is the icing on the cake, hitting a high power of 140 after just one boost and having no drawbacks whatsoever. Baton Pass adds another layer of depth to Natu, as it can just get out the boosts to a partner and do what it wants. Also, AWailOfATail, how are evolutions handled? Will all Eeveelutions get all moves now, and so on? Anyways, back to Natu. The last slot is pretty much up to whatever Natu wants. Roost is neat for a second boost and becoming nearly unstoppable, while Blue Flare and Moonblast provide their respective coverage. Earth Power, Spore, or Cosmic Power may be used in this slot as well. Looks like a very fun metagame :]!

I originally thought of this meta with only the 400- BST Pokemon in mind. That way, we could actually use fun things like Natu and other stuff. If it passed to their evolutions, then almost everyone would get any move (excluding legendaries, of course).

There don't seem to be many Pokemon that benefit offensively from this aside from Pikachu and Beedrill...This is the best I could get from the others.
Also Archen gets really trolled with that 401 BST lol.

Solid, but QD is probably better than Calm Mind for more stat boosts for Stored Power, though I know Duosion often uses Trick Room.

Yeah probably, but now that I think of it, this metagame will probably most likely consist of 400 bst mons quickpassing into mons that actually have the stats to sweep, as that's pretty much the only thing a pokemon with 400 bst can really do effectively (besides beedrill, which is the only mon that actually gets decent stats). Stall barely gets any benefits from this meta, pretty much only a buff to Sableye (prankster topsy / parting shot is nice), so most likely quickpass HO.

Oh, this post reminds me that Mega Sableye also gets any move. It'll be pretty useful for its Magic Bounce, good typing, and solid stats.
