Smogon Simple Questions/Suggestions

So... I wasn't too sure where to ask this, but I'm looking to start an ORAS team soon, and I know I at least want to use Mega Lopunny and Magic Bounce Espeon, but I'm not too sure what other pokes to use with them... WHere do I go for suggestions and advice and whatnot?

Having looked at some of the 'Rate my Team' threads, i'm debating on my next move. I've browsed the pokedex function of Smogon a lot, which is a great resource by the way; but there's still a lot to take in. However reading only really goes so far and practical application should always have an impact.

Should I then try and make my own team, or perhaps practice on Showdown with a team I like the look of that somebody has made on here?

Practice with the team see If It works well, and rate it.
 
So what's the deal with PU tier? Is it just a joke, or are they actually making a tier below NU? (Obviously, with a name like PU, it would indeed be below NU.) No pokemon are officially in PU, which is odd.

PU is technically an other metagame on showdown, but it is based off of NU's usage stats. No Pokemon are in PU because it is in unofficial tier.

Honestly, with so many pokemon now in existence, there's tons of pokemon cluttering the shallow pits of NU. Another tier below it would be very interesting indeed.

There may not be Pokemon listed as PU, but the tier itself still exists. I think this suggests a possible new tier on the way.

That's right, but it's already been decided that PU won't be official this gen as i said before (afaik), but that doesn't mean it can't be official next gen ;)

I was wondering if Smogon made a mobile app for Showdown? If not, why?
Nobody has the time lol. This is just a volunteer job for all of us. If you want it, you should make it. You could also look at this because someone actually is working on it.

If you have a clear idea of what you want to do but no idea how to start, you can get help from one of our mentors! All you need to do is fill up this form! If you dont, then try looking at the Primer, and see which interest you.

Another good way to get to know people is to hang out in rooms you're interested in on Showdown. It's difficult to meet anyone in the Lobby, but if you share interests with a group of people there's a lot to talk about. That's how I found all my friends from the Other Metas community :)

CAP is really structured, so you shouldn't just post a thread about your idea. You should keep an eye out for the CAP 20 Concept Submission thread and then post there when it comes out! DHR-107 or Birkal can help you in more detail,

Exactly what Minus said. CaP is a huge community project which involves a lot of contributors. We do NOT allow development of personal mons there. Make sure you read up on the FAQ and the other rules threads in CaP. Concept Submissions will likely be changing format slightly, but it will still be similar.

http://www.smogon.com/cap/articles/newcomers_guide should give you a brief overview of how CaP works. It might be a little out of date now but all the basics should be there. Welcome to Smogon, and if you are feeling brave, Welcome to CaP!
 
I'm having trouble trying to figure out how buffs, and de-buffs work.

Say if for instance, an enemy Swampert used mud slapped, and it landed on my Scizor, causing it to lower it's Acc. (Not sure which stat is affected), and I switch Scizor, and two turns later, he is returned to the field, would Scizors stats stay affected, or would it go away?

If non of that made since, here's a more simpler one, if my Scyther used Swords Dance to the point where his stat won't up anymore, if he was forced to switch with one of my other pokemon, from a Roar attack, would Scythers stat buff go away? Or does it stay until an attack decreases his stats?

If you switch out, all stat changes revert to normal.
