Two questions:

1) In order to get Gardevoir to learn Wish, I need a heart scale, correct?

2) Is there anyway to get Toxic, Mean Look/Scary Face, Encore, and Disable onto a single Pokemon?

1) Nope, you can get a Wish Ralts from Box.
2) Smeargle is the only pokemon that does that.
 
Also for tiers can you legally use pokemon from tiers lower than the one being used? (E.G. Butterfree in uber?) Sorry for Double post, I tried to edit this on, but I cannot save the post. It clicks, but nothing happens.
Yes, there are no restrictions for using lower tier pokemon in higher tiers.

Pokemon Box for Gamecube, basically just a game to store you Pokemon on and play Pokemon on your TV. It was a crap game.
 
Really sorry if this doesn't go here.... I need a suggested EV spread for the following pokemon:

Azelf - Rash
HP: 24
Att: 24
Def: 3
SpA: 31
SpD: 16
Speed: 24

Analysis only gives suggested EV spread for +speed nature, was hoping I might be able to ask here what I should give a neutral speeder so that it can get enough to outrun certain things but not so much so that it wouldn't be needed, was thinking life orb but might try scarf as well. Thanks and sorry again.

1. No you can't there was rumours of it on Japanese version, but having investigated they were false. I think it was a PCNY pokemon for Wish ralts.

The pokemon on box were

1. False Swipe Swablu
2. Extremespeed Zigzagoon
3. Payday Skitty
4. Surf Pichu
 
Could someone explain fully what Slow Start does, including when the Slow Start counter stops/starts, how Skill Swapping effects it (the modifier and the counter), and if Regigigas is useful at all? (Because as far as I have understood it; it's a dead weight for five turns when it switches in, and when it switches out returns to being a dead weight.)

Attack and speed are halved for 5 turns.

This Pokemon's attack and speed are halved until the end of this ability's effect. The counter resets every time this Pokemon is switched out. This ability cannot be skill swapped in Japanese version of Diamond and Pearl, but can be swapped in English versions as well as Pokemon Battle Revolution.

I can't say much about the counter, but I have seen Regigigas used effectively once. In this RMT, Regigigas is used to stall the opponent's (hopefully) battered, and paralized team with confuse ray until Regigigas gets its act together, where it will sweep away the remainder of their team with it's uber power, staying alive with its sturdy defenses. I don't now how well it would work, but if it got set up as planned, it looks like it would be deadly (it has AMAZING stats!).

Lets say we have a Stat Mod by -6 Levels (0.25). We multiply 379.2 by 0.25, which gives us 93.225. Do we round that down to 93, or multiply 93.225 by 1.5 (Choice Scarf) and then round the final number down?

If I use Skill Swap on a Slaking in a double battle, will my pokemon (not Slaking) move the next turn?

Yes, since Slaking no longer has Truant.

If you're using scarf I wouldn't use more than 270 or 285 speed. Otherwise, just check the Speed tier thing in Contributions & Corrections, and try to find something you can outspeed when it matters. Remember, speed only really matters when you're at death's door and when you can do something considerable in return.
 
When Heat Proof says that "Fire attacks deal half damage against this Pokemon.", does that mean the actual damage at the end is cut in half or that the BP of the move is cut in half?

Actual damage, after defenses and modifiers, etc.

Ah I see, veekun seemed to think it was from box!
Anyway, Wish is a level up move on Gardevoir and it learns it at level 17.
 
Which do people find better on a Bronzong, HP Electric or Charge Beam? It's to hit hard at Gyrardos mostly.
