Abilities: Shadow Tag: Traps opponent. Does not affect Ghost-types or other Pokemon with Shadow Tag. Telepathy: Does not take damage from allies' attacks. (No use in singles)

Overview:
Wobbuffet is an interesting Pokemon. It has an amazing HP stat, but all it's other stats are very low. However, it's ability Shadow Tag, is what gives it it's niche. Shadow Tag stops the opponent from switching out unless they are a Ghost-type, have Shed Shell, or also have Shadow Tag. Combined with Counter, Mirror Coat, and Destiny Bond, Wobbuffet is almost guaranteed to take down one Pokemon with it.

This set is the only set that Wobbuffet can effectively run in OU. Counter and Mirror Coat are two staples on Wobbuffet. Even though Wobbuffet doesn't have any attacking moves, it's good HP stat allows it to take lots of hits, and retaliate with the appropriate move. If your opponent tries to set up on Wobbuffet, you can use Encore, and then bring in a teammate that can take advantage of the situation. In the last slot, Wobbuffet can run many moves. Safeguard can be used when Wobbuffet is about to faint, as it gives a teammate opportunities to set up or attack without the worry of being statused. Tickle is also an interesting option. It lowers the opponent's Attack and Defense by 1 stage, so that when Wobbuffet goes down, the opposing Pokemon will almost always be forced to switch out, losing some momentum. Tickle also turns the opposing Pokemon into Pursuit bait, allowing a teammate such as Bisharp or Tyranitar to trap them, and remove them from the picture. Destiny Bond is also usable, but definitely not the best option. Wobbuffet's low speed often makes it hard to get up a Destiny Bond. Sitrus Berry is the preferred option on Wobbuffet, as it appreciates instant recovery. Leftovers is also an option for gradual recovery. Running a Custap Berry combined with Destiny Bond is also an interesting option, as it is almost guaranteed to take 1 Pokemon down. The EV spread allows Wobbuffet to take a Life Orb Bisharp Knock Off, and hit back with Counter. The rest of the EVs are dumped into Special Defense, so that Wobbuffet can take special hits better.

Conclusion:
Wobbuffet is a very specialized Pokemon. It excels in revenge killing and trapping, and is almost guaranteed to take at least one Pokemon down with it. Wobbuffet faces lots of competition from Gothitelle, who has a better movepool, and higher speed. However, Wobbuffet does have some key advantages. It is better at handling offense, and has Encore to deal with set up sweepers. However, Wobbuffet is quite one-dimensional, and lacks reliable recovery.

I used Wobbuffet a lot during X and Y, and it was certainly an interesting Pokemon. It's ability as a revenge killer was excellent, and it very rarely left a battle without taking something out. I don't ever remember it being OHKOed.

I think the most important move it learns is Encore. It's worth taking some extra damage in exchange for knowing what move they're going to use next. (One strategy in particular I used was Encore Trick. If my opponent used a setup move and I encored him, I'd switch out to Rotom W and Trick a Choice Scarf onto it. I finished off several games like this because it was the last Pokemon). It's also essential against mixed sweepers, so you know whether to hit them with Mirror Coat or Counter next turn.

Wobbuffet's probably gonna hover around where it's been for a while now, entrenched in the lower tiers, but certainly usable in some of the higher ones as well (at least in my opinion).

As a side note, I used Safeguard as my fourth slot, it was very rare I actually got Destiny Bond to work.

There is not much diversity possible in the moveset, because its moveset is very bad, but there can be diversity in the item

In some situations Wobbuffet is at too low HP to succesfully countercoat and is forced to die / switch out. With Custap Berry you can still get the kill with priority Destiny Bond or encore it into a move that let another pokemon set up (or encore it into a set-up move / status move after Wobbuffet went under 25% by residual damage)

Lel I already mentioned this in the OP, but I'm not sure it really deserves it's own set.
 
People complain about a Pokemon being one-dimensional, but with something like Wobbuffet, being one-dimensional is not a bad thing when it plays it specialized role well. The biggest issue is knowing how to play Wobbuffet; you may say you want Wish support to give it recovery, but in reality this does not play so well in practice because Wobbuffet is not meant to 6-0 teams; it is meant to trap troublesome or weakened offensive Pokemon, and offensive teams usually capitalize on this the most.
