So I'm currently saved on a 31/x/31/31/31/31 Bold Togepi egg and I'm interested in SV hatching it. How would I go with this? I would need to find the ESV of this Togepi, and find someone who has a TSV that matches it, correct? If so, how would I find the ESV of my Togepi egg?
Various users with tools like Power Saves can check it for you. Then I believe you have to seek out some kind of list or compendium for someone with a matching TSV.

Generally speaking, breed normally and find a TSV match. It doesn't require the use of a backup device (at least not on your end) and there are a number of TSV databases to search in.

so what ball should I use on shiny pidgeot other then fast.

Fast/Ultra for regular Pidgeot, and Quick for Mega Pidgeot.
 
Laverre City if X/Y. Not sure about ORAS. Maybe Crescent Isle or one of the Mirage Spots?

Oh, and which ball would look better on normal AND shiny Gengar? I'm really digging the Moon Ball (especially since Gengar is apparently a shadow of Clefable, who evolves from a Moon Stone), followed by the Heavy Ball. The master list of best balls (http://www.smogon.com/forums/threads/secretarius-somnium-closed-for-complete-overhaul.3502074/page-5) suggests Luxury, but I find that plain. What do you guys think?

I never used the TM Method yet, but the "traditional" way takes me ~3 hours from starting with breeding to posting on the reddit svexchange forum. And from there it takes 10min to 1 day for someone to answer me about hatching the egg :)
Ofc it will take longer if I am looking for a rare old generation Pokeball or am going for egg moves.

I got my own PowerSaver for checking, and it was fiddly about setting it up, but now I can check 4 boxes filled with egg in about 5 min so it is just all about collecting them until you find a good egg that matches someone active to hatch it for you.

I would say, yes! If you are in to breeding pokemon, get a powersaves. You can do it without, but after been using this one to check eggs, I don't think I would be able to keep breeding without it :P
And not to mention deleting eggs with bad IVs instead of hatching them all before you can release!

Edit: but if you don't know, PowerSaves needs internet to function at all, and don't lose your key if you need to re-install.
I have that it just flat out refuses to work on my laptop also! And some have complained about the same problem, works flawless on my main computer luckily

If you can backup a save with an ideal TM spread via Powersaves and can bank over parents, then that's the more efficient route (after preperation). But if you lack a Powersaves and have parents with a few good IVs/Nature, it's generally faster to just chain breed and replace the parents until you reach your ideal spread, instead of testing each specific egg spread and accomadating for it.

As for shinies, with Masuda Method parents and a shiny charm, a TM spread from a reloaded save state will always have the same ESV, which is nice if you find a matching TSV who's willing to hatch your eggs for you.

I have a 6iv ditto, and usually i just breed pokes, replacing the non-ditto parent with one with better ivs, usually until 5 ivs
Then i breed until i get the right 5 iv combination (6iv if lucky)

However, even with a destiny knot (and everstone), getting the right combination takes terribly long anywhere from 2 hours to more than half a day (especially since I gender lock some of my pokemon) I mean, yea, sometimes I get lucky
But is this really the fastest way possible, the fastest way to reduce RNG? Something tells me there's gotta be something faster...

That amount of time is normal, pretty fast even if you're breeding from scratch. The thing about breeding is that you just have to be patient. Watch TV or listen to some music while you're at it and you won't even notice the time :)

I like Dream Ball for Gengar, shiny or not. I don't know, I love the irony of a Pokemon that's kind of the stuff of nightmares coming out of a ball that's of dreams.

Is this even worth keeping for personal use? If so, I'd seriously consider keeping it despite somewhat low defences. I guess I can say that the low attack IV allows Foul Play to do less damage...?

Also, can anyone suggest a way to know the defence IV for certain?

keep for personal use. The one I have has 24-25 defenses and I kept it.

The only real way I know is to use EVs to narrow the IV range down a bit. For personal use that's not TOO bad a Latias, but don't expect any real trades?

Trust me, I know the pain SRing that thing, took me a while to end up with the one I've got now, which is probably good personal use but only okay trade value
