Cloning is different than hacking. Hacking (tl;dr) is altering the information of a Pokemon, cloning is just the replication of said Pokemon.

My IRL friend has the EON ticket for ORAS. He gave me his game cart and I left it on all night with my two 3DS systems to see if I could pass him by and get the eon ticket. Any tips on why this didn't work? Is it saved to the 3DS or something? Do I have a chance if I get the 3DS off him?

Sometimes it just won't pass...you only get 1 shot every 8 hours, but if you leave them near each other long enough it will eventually pass

I'm not 100% sure on that actually. Have you checked to make sure you've turned streetpass on for your copy of ORAS? a lot of people neglect that because it's off by default
Flarg has it right, the streetpass needs to be on and it's easy to overlook that bit. If it's on there's a chance that you've been unlucky but check that first by going online first.
I watched a quick youtube tutorial and went to StreetPass Mii Plaza and activated Street Pass. I was also wondering if the games have to be online on PSS or if I could simply leave them on beside each other. Thanks for your help flargananddingle. What do you charge for teaching me this? /Joke

I think for ORAS Streetpass, you have to turn on the BuzzNav for the first time.
No you actually have to turn it on in game..I believe it's on your buzznav
I only accept souls these days as they are unable to be edited with third party tools
(And to specify what KAIZA said there is a small blue square in the top corner of the buzznav screen)
Edit:also check it on the game with the eon ticket as it seems to reset if you use a different system (mine was shut off when I just checked it)
