on the subject, to lock in a perfectiv spread is a 1:32 right? cause you just need the random stat to be 31
Depends what you consider "perfect".

For Inheritence, I would say that 31/M/M/M/M/M would be ideal. 31 HP gives you the largest selection of possible Hidden Powers, and all from the Male (usually Ditto) makes it easier to get flawless everything else in one egg (1 in 32*32*6).
Also, 1:32 implies 1 to 32, not 1 in 32. So 1:32 ratio would be a 1/33 chance.

thanks a ton for the extra info. i think i understand what you mean by male usually being ditto (due to passing balls via female). so the ditto's "gender" is actually the opposite sex of the parent mon that the ditto is breeding with?
male snivy w/ ditto = female ditto, as far as passing IVs are concerned?

Shameless plug. Some of the information might be a little out of date now, but all in all it should help you get to grips with what does what when using the method.

Edit: to answer the question though:
Ditto plays a different role depending on what it's breeding with.

Ditto + Male => Ditto = Female
Ditto + Female => Ditto = Male
Ditto + Genderless => Ditto = Female*

* By this I mean, if you test a spread with a mono-gendered Pokémon (like Kangaskhan) and find the spread is 31/F/F/M/M/M (where M means whatever you bred Kangaskhan with [Ditto or Male]); then if you switch to a genderless breed (say Magnemite) then Ditto will pass the IVs labelled "F" (i.e. the spread would be 31/D/D/M/M/M where D=Ditto, M=Magnemite).

Trying to make my first serious team. So far I have sylveon and mega charizard Y. What's another poke that would work well with those two? Preferably a steel or a rapid spinner/stealth rocker

Depends what format you're playing. VGC/Battle Spot Doubles? You're probably better off check the specific subforum, though I'm sure someone here may be able to answer. Maybe Heatran? Can switch into Steel and Poison attacks directed at Sylveon and deal with said Steel-Types or Fire-Types that can wall Sylveon. Also gets the boost to its Fire-Type attacks from Char-Y's sunlight. Charizard and Sylveon can switch into Fighting moves aimed at Heatran and Charizard is immune to Ground moves directed at Heatran, although they share a Water weakness, which gets weakened by Drought...

But what do I know, I'm just spouting nonsense. I have minimal battling experience. I just want a distraction from homework. T.T
 
I could breed a female HA dream ball Eevee spitback, I'm looking for a HA quick ball Eevee (female) spitback (at least 3 flawless IVs excluding attack), nature and egg moves are irrelevant. That possible?

I can't do that sorry, I have no way of catching Eevee in my Omega Ruby. Are there any ORAS or BW native I can offer you? I can trade you a Speed Boost Torchic if that works?
 
Does Tirtouga/Carracosta have use for any of it's egg moves? All of these look kind of underwhelming...

Bide, Body Slam, Flail, Guard Swap, Iron Defense, Knock Off, Rock Throw, Slam, Water Pulse, Whirlpool

EDIT: Iron Defense, Knock Off and Water Pulse are available through ORAS tutors.

The only thing I see is Knock Off, but it also get that by tutoring. So I wouldn't bother using time on getting any egg moves on it, except maybe Knock Off if you hate earning BP in the maison.

Flail, for uh... Sturdy + Flail? :/ Body Slam is bad but at the very least it's better than Slam, maybe Guard Swap and Whirlpool, then?

@above: institute is faster to gain BP imo, especially if you're on a low chain in the maison.
