I am making a team with Thundurus and need a steel type. Does Bisharp and Thundurus have good synergy together?

They have some synergy I should think. A HP Ice Thundurus and a Bisharp is a good lead to go up against a Landorus-T, as HP Ice will threaten it and Bisharp will get a +1 attack boost because of Defiant

Is it okay to have three fighting weaknesses as Amoonguss, Azumarill and Salamence all wreck fighting types.
Depends. You're only bringing 4 pokemon, so you wont have all 3 fighting weak pokemon. If you see a Conkeldurr, what's your strategy? What about Terrakion? Hitmontop, Hariyama, and Lucario? If you think you can handle all of them, you're set.

More broadly, I'd say you're probably good. Amoongus has redirection, and Salamence can outspeed most fighting types. You might need to play around them a little bit, but it's not a major cause for concern.

Weavile. Gengar. Sableye. HP Ice Thundy. Wide Guard Aegislash. Mega Gyarados.

Weavile and gengar will have trouble against scarf lando-t's though, since both are easily outsped and OHKO'd with superpower/knock off, and neither enjoy rock slides either. Weavile's ice shard won't OHKO lando-t at -1, and only has a 25% chance to at +0.

Both commonly run Sash, though. Weavile's going to Icicle Crash it, and even if doggy is Scarfed, Ice Shard will smack it down if it survives. Gengar, just click "Will-o-Wisp" or "Disable" and you win.
If sash is broken / they flinch, yes, they're quite fucked.

What is a good counter to Whimsicott? I can never seem to defeat it.
Double attacking it with Fake Out + "x" works the best. The issue is you have to KO Whimsicott for it not to be an issue, since it's the fastest Prankster user in the game you can't Taunt it before it get's one off against you.

Fire types, anything with a Poison move, and, the absolute bane of all things with Prankster: Quick Guard.
Venusaur/Amoonguss are immune to Leech Seed / Stun Spore / pretty much everything Whimsicott does.
Klefki's Crafty Shield destroys it.
Fake Out outspeeds it, and lets your partner smash it. Works great for Thundy too.
Do not use Aegislash.
You cannot stop its Tailwind - the only way to do so is Snatch.
Magic Bounce / Magic Coat.
Things that really could care less about Taunt, such as Metagross, Salamence, Kangaskhan, Charizard, Heatran, Bisharp, etc. generally don't mind Whimsicott unless it runs obscure sets; even then Charizard simply never gives a single fuck.
Its Moonblast hurts harder than you'd think; be careful throwing a fairy weakness in front of it. Grass has lost its glory days, so a lot of them run Moonblast for an attack slot.

How viable is Assault Vest Goodra this season.

Very low, unless you're counterteaming me, in which case it pretty much 4-0's my entire team with minimal support. Pretty much every other team has 1-2 physical attackers that bowl it over no problem, a Fairy type or two, and something that walls it. Believe me I'd use the adorable gloopy monster if it wasn't a liability.

I wouldn't say Goodra is great this season but you could probably make it work on the right team.

thetoprattata are you having problems with Whimsicott itself or combinations with Whimsicott and Gengar/Terrakion.

Okay I'll try it out as it is lower ladder right now.

Is speed control mandatory in a VGC team?
I would say it is mandatory because you want to have the reassurance that your pokemon can move first and take out opposing threats, or shut them down giving you the upper hand in both scenarios. Without speed control either opposing threats will take your pokemon out or will shut yours down first which would automatically screw you over.

doesnt whimsicott just protect and then encore lock you into fake out

If it runs Protect, yes. They usually do what Cress does and dedicate every slot to support. Plus, if it even tries it, it's risking a free switch in.
But yes, it can pretty much force you to switch or be crippled.

Are you allowed to use legally hacked pokemons in VGC?
Legally hacked is a subjective term. Last year ray rizzo used an aegislash in a dream ball which isn't possible without changing the ball but he was allowed to play with it. Other things like changing abilities could possible get caught. So in my opinion, don't use anything that has been altered in the slightest.

Well, a lot of people use it, and if they look correct and are fully legal you won't come in too much trouble I do believe. It is the safest to use legit Pokemon only, but a whole lot of people use legit hacks without any issues.

What about chaning IVs to get flawless legendaries or getting a specific hidden power?

To be clear, I'll let the official ruleset speak for itself (Click):

Illegally Manipulated Pokémon
The use of external devices, such as a mobile app, to modify or create items or Pokémon in a player’s Battle Box is expressly forbidden. Players found to have Pokémon or items that have been tampered with will be disqualified from competition, regardless of whether the Pokémon or items belong to that player or were traded for. POP recommends players only use Pokémon that they have raised themselves and items that they have received through normal gameplay. It is always the player’s responsibility to have legal Pokémon and items during the competition.

A player’s Battle Box may be checked at any time for illegal Pokémon. Any player who fails this check may be immediately disqualified and be unable to participate in the tournament.

No external modification of Pokemon is officially permitted. If you want to go ahead and do it anyway then that's entirely your risk to take. I personally recommend you ensure your Pokemon's legitimacy as much as possible.
