Smeargle is the obvious hazard setter. Dark Void over Spore so grass types won't be immune. Stealth Rocks, Spikes, and Sticky Web as hazards. Using whichever based on team preview. Focus Sash to get DV off and set hazards. Smeargle doesn't necessarily have to lead and can use it's sash to put a threat to sleep. Max speed to outspeed a fair amount of the meta and maybe save his sash and max hp for "bulk."
Bisharp and Gengar together create a core for keeping hazards up.
Bisharp with Defiant usually keeps Defog away but if it's still predicted to be used then Bisharp gets a +2 boost making it scarier than the hazards. Black Glasses boost his Dark type moves while not detracting from his health like Life Orb and can sometimes bluff another item. All moves get STAB, Sucker Punch for priority, Knock Off as main Dark STAB and helps by getting rid of items, Pursuit for trapping Psychic/Ghost types, and Iron Head for Steel STAB. 252 EVs and an Adamant nature maximize damage, 52 SpD EVs allow Bisharp to survive Life Orb Latios's Hidden Power Fire after Stealth Rock damage from full health, and the rest is to make Bisharp as fast as possible.
Gengar's Ghost typing prevents Rapid Spin. With a Choice Scarf, Gengar is placed at the top of Speed Tier 1 and can handle common spinners like Starmie and Excadrill. Shadow Ball and Sludge Bomb (over Wave for extra poison chance) for STAB, Focus Blast for Steel types like aforementioned Excadrill, and Energy Ball helps counter rain teams as Gengar outspeeds base 70 Swift Swimmers like Swampert. Max SpA maximize damage and max Spe and a Timid nature helps outspeed many things.
Raikou is the strong special attack of the team. Choice Specs and max SpA maximize damage to a crazy level. Thunderbolt and Volt Switch for STAB and gaining momentum. Extrasensory for M-Venusaur, and HP Ice to smack pesky ground types on the switch. Max speed and Timis allows Raikou to speed tie with max 115s such as Starmie, Azelf, and most importantly outspeeding Serperior.
Scizor is very standard being the common Choice Band set. Max damage with maximum attack EVs and extra bulk thanks to HP EVs. The other 8 go in speed to outspeed other Scizor and any Poke that tries to speed creep base 65s. Bullet Punch is priority STAB and hits like a truck thanks to Technician, U-Turn is secondary STAB and provides momentum, Superpower for Steel types like Ferrothorn and Heatran, and Knock Off for Ghost types and removing items and crippling foes.
Set up. Mixed attacker. Fire resist. EQ coverage. Mega. All things I'm missing so far....
Mega Altaria: The monster. Dragon Dance boosts M-Altaria's Atk and Spe to provide sweeping potential. Return for main STAB that even hits hard resisted after one D-Dance. Earthquake destroys Fire, Ground,and Poison types that resist the main STAB. And Fire Blast hits Ferrothorn and Scizor. Max speed makes Altaria fairly fast after one boost and full Atk investment makes Altaria hit as hard as possible. A Lonely nature further boosts Altaria's Atk while not weakening Fire Blast's power.
