1) Toss, if it was IVs in those ranges with a reasonable hidden power, then perhaps, but Shadow Ball makes Ghost useless.
2) Yes there are people who do that.
3) 1/32 for each additional IV at 31 (there's 3 of them), and 1/25 for the nature (say 2/25 for taking a pair of natures; hasty/naive, timid/modest, jolly/adamant, etc.).
So (1/32)^3 * (2/25) = 1 in 409,600.
