This particular set is, as far as I know, originally from Showderp, which, if you don't know, is when someone from /vp/ ladders with sets that other players suggest. Most of them are intentionally bad (e.g., Specs Weedle), but this one, usually called "Citizen Snips", is one that actually does work.

"Citizen Snips" is actually a popular set on Durant teams in the Battle Maison, with Substitute/Protect used instead of ResTalk for easier PP stalling and protection against OHKO moves. So it's not surprising that this one was able to sweep a whole team, especially with the generous evasion boosts early on.

Not really, because Knock Off exists. I've only ever really seen it on the stray Cheek Pouch/Belly Drum/Sitrus Berry Slaking, and even on Belly Drum sets it's outclassed by Unburden due to Unburden allowing for easier Imposterproofing.
