Move tutors can be used more than once, right? (ex. the one on Route 210 for 'Draco Meteor.' I can use it on my Garchomp, another Garchomp, and a Kingdra.. they are unlimited?)

No theme. Just standard. I'm trying to modify it right now to be less standard and to work better, but I'm using standard sets as a skeleton, and I need to know how much it will hurt me not to have those types. They dont' really fit on any of the pokemon I have.
 
I just bred a chimchar that goes like this:

Naive Chimchar: 28 / 31 / 24 - 27 / 24 - 25 / 28 / 31

So as you can see, it's pretty good, and I've already decided that it's going to be a mixed sweeper. However, I'm just wondering if I should change my EV spread due to the fact that it doesn't have 31 IVs in Special Attack.

The current spread I want to use is:

Infernape(Life Orb)
Naive: 32 ATK / 224 Sp. ATK / 252 Spd
- Close Combat
- Flamethrower
- Nasty Plot
- Grass Knot

I have already shoved 32 attack and 100 spd evs onto it, so would there be anything I could do to make up for the non-perfect special attack IV, like putting a little more in it and putting a little less into speed, or should I just not worry about it?
 
What is the best combination of 2 special attacks on azelf to use with nasty plot and explosion?
flamethrower, pshchic, energy ball, tbolt

Get the moves using in game double battles (catching pokes that know them). Have your poke use x move, then smeargol sketch on that poke. Use heart scale to get sketch back.

Depends what you want to use it for.
I made spore, mean look, foresight, false swipe for catching pokemon

Focus sash, follow me, endevor, fake out, spore rocks in trick room 2v2.

Focus sash, Spore, ingrain, baton pass, (mean look, boosting move, attach move)

He has every single option, so it is hard to pick one set
Spore rocks though
