[OVERVIEW]

With access to Dragon Dance, a fairly rare move for Pokemon in PU, and a typing that allows it to resist types that are fairly common in PU, Whiscash may seem like a good choice for a setup sweeper. However, in reality, it has horrible offensive and defensive stats that make it extremely difficult to do damage and seem like a threat. Whiscash’s lack of coverage and severely disappointing stats, even at +1, make it near impossible to sweep an entire team, as its terrible Speed allows it to get revenge killed very easily that makes it very difficult setting up without fainting.

This set attempts to set up Dragon Dance on Pokemon such as Aggron and Alolan-Sandslash that cannot do much damage to Whiscash and attempt to sweep the opponent's team. However, due to its underwhelming offensive presence and lack of good coverage, Whiscash is an awful choice for a setup sweeper. Instead, one could go with a more consistent Shell Smash sweeper such as Carracosta or Omastar. Carracosta and Omastar are better sweepers not only because they have good coverage and can beat Pokemon that would normally check them, but also because of their better offensive and defensive stats. These two Shell Smash users also have better bulk and are much harder to revenge kill than Whiscash, resulting in them being much better choices for sweepers.

With access to great set up moves (plural implies multiple which whiscash does not have. just say that dd is rare or smth which may give it appeal) such as Dragon Dance, Whiscash may seem like a good choice for a sweep, however, it’s Ground/Water typing does let it down (its typing is more of a perk up than anything bc it gives you setup opportunities on stuff like togedemaru, aggron, etcetera) by being 4x weak to Grass and only being able to hit it with a neutral Zen Headbutt (This is untrue as per the set change below, and again its main issue is not its typing at all, it's its poor stats, so be sure you emphasize that instead). As well as it’s typing (again not rlly), Whiscash’s lack of coverage makes it near impossible to sweep an entire team. (this should be about how it's quite underwhelming offensively even at +1 and how it's easily revenge killed due to its poor speed and average bulk)

This set attempts to setup Dragon Dance and sweep the opponents team. Whiscash isn’t really outclassed by any other Pokemon as there is no viable Pokemon/set that uses Dragon Dance at all. However, the lack of coverage and power of Whiscash make it completely useless (reiterate its poor speed) (something about how omastar and carracosta are better boosting water sweepers)

looks like you implemented this so I'll give this another look
[OVERVIEW]
With access to Dragon Dance, a fairly rare move for Pokemon in PU, Whiscash may seem like a good choice for a sweep (end sentence here so this isn't a run-on), however, it’s Ground/Water typing does let it down by being 4x weak to Grass (again, its typing is more of a benefit due to the setup opportunities it gives it against certain mons) and only being able to hit them with Bounce which is definitely not the most reliable move, then again, Flyinium Z does help with this (pointless, remove). Although you may think that being able to set up on mons that dominate the current meta such as Togedemaru or Aggron may be useful, it’s stats make this unique ability pretty useless and a wasted opportunity if anything (doesn't tell me anything). As well as it’s typing, Whiscash’s lack of coverage and severely disappointing stats, even at +1, makes it near impossible to sweep an entire team. (specify that it's easily revenge killed)

This set attempts to setup Dragon Dance and sweep the opponents team (give some setup targets). Whiscash isn’t really outclassed by any other Pokemon (this isn't really true at all, you have things like oma and carracosta which you state later) as there is no viable Pokemon/set that uses Dragon Dance at all. However, the lack of coverage and power of Whiscash make it completely useless (say that it's underwhelming offensively instead). Alternatively, you can always go with the trusty Carracosta or Omastar to be a Water sweeper which can actually do something useful (what makes them better?)

(you said something similar above, "has horrible offensive and defensive stats that make it extremely difficult to do damage with it and for it to seem like a threat." remove this) Whiscash’s lack of coverage and severely disappointing stats, even at +1, makes it near impossible to sweep an entire team as its terrible speed allows it to get revenge killed very easily, making setting up without dying very difficult for it.

Carracosta and Omastar are better sweepers because they have good coverage and are able to beat pokemon that would normally check them but also because of their better stats. These two shell smashers have much better offensive stats and also have better bulk than Whiscash, resulting in them being much better choices for sweepers. (they are also harder to revenge kill compared to whiscash)
