No, it's Deoxys-E.
I'd agree that Deoxys-E is one of the worst. In OU it's incredibly broken but in ubers not so much. His speed is irrelevent compared to Deoxys-A's, because 150 outspeeds what it needs to (Darkrai, once-DD'd Adamant Rayquaza, etc.), and people usually find ways to beat Attack Deoxys' speed that beats Speed Deoxys' as well.

I think Jibaku, one of the most experienced uber players here at smogon, knows wtf he's talking about. It's Deoxys-S for speed, not E for emerald. It can exist in all forms in D/P, so we refer to it as S (Speed), D (Defense) or A (Attack)
On topic balanced Deoxys blows badly because it still can't take hits like Deoxys-A but has worse offensive stats
The only reason Wobba was ever banned was because he became OU in early ADV, then people discovered if two Wobbas met, it became endless. Now, if two Wobbas meet, it is no longer endless, so I think Wobba deserves a new trial in OU. I mean, with Shed Shell, the Struggle side effect, Toxic Spikes, Shadow Taggers can switch out on each other, the new amount of stall teams...

LOL. Why the hell are the Latis or Deoxys-A on here? The former Pokes are decent with the instant-Calm Mind Soul Dew grants, and can stat-up with actual Calm Minds. They can also take on some big special attacking threats in Kyogre and Mewtwo (though they should watch out for Bulk Up Ice Punches). And Deoxys-A is a total LOL. It almost completely usurped Mewtwo in Advance, and forced a lot of teams to carry Pursuit Metagross. Now it can 2HKO Metagross with Choice Specs Thunder, and very few things can come in safely. It's one of the top monsters of D/P WiFi alongside the likes of Kyogre, Mewtwo, and Arceus, and anyone choosing it as a low uber doesn't know anything.
Mew. In Ubers, it's ridiculously predictable. In OU, it's still not overly dangerous if you can scout for the set.
I think the major problem with Mew in D/P is the Baton Pass. He can pass to whoever else ANY +2 bonus except for Evasion and Accuracy. But I'm not really sure, no one tested it in D/P until now.
... And Wobbuffet as a lead is one of the nastiest things ever created by men.
That's not why he was banned, or at least not one of the main reasons. He can come in on just about anything not carrying a very powerful STAB Bug, Dark or Ghost move, trap them and double back almost anything that hits it. Taunt ruined it, but if it came in on anything without Taunt that thing was basically dead. If it tried alternating Physical and Special attacks, it could be Encored and killed promptly.

Well, besides speed Deoxys (I'm assuming the "balance" one up there is the one with 150 attack and not 180), I'd go for Manaphy. I actually used one a fair amount before it became uber, and while it was certainly a reliable force, it wasn't unstoppable (then again, I wasn't as experienced at that point, but...eh). Not saying it should be standard, but of the ones listed it's probably unbalance the metagame least.
Wobbuffet without a doubt. Ironically, I'd be more inclined to use it in ubers than the watered down Deoxys-A known as just Deoxys, because at least Wobbuffet does what it does better than anything else. Deoxys is completely outclassed by Deoxys-A. However, if Deoxys-A didn't exist, people would occasionally use Deoxys, but Wobbuffet still sucks.
Deoxys-E(don't care about the whole E/S thing) as it can't dish out much like it's other form and his speed isn't much of a help in Ubers.
No, Wobbuffet also has no counters. I think that is a pretty good reason for him to be uber. But we're not going to debate that here.
I don't know the test results of Deoxys-S yet, but if people find him not broken enough then he is obviously the worst. However, I still think you can make a somewhat good case for Ho-oh - he is essentially at ~200 max HP most of the time, which is about as much as Shuckle has except without the extreme defenses. That's pretty horrible.
Deoxys-S seems fine, but the rest are way too powerful for OU and tbh, I'd rather not add one more Pokemon to the gang of "Hey, I'm on every fucking team ever" Pokemon.

But then again, with 600BST, Recover, Natural Cure, Leech Seed, Leaf Storm, Baton Pass, Swords Dance, Calm Mind, Thunder Wave, Reflect and resistances to Electric, Ground, Water, Fighting, Psychic and Grass, it will probably prove to be too powerful.

I'd go for Mew. Either you're going to be attempting a pathetic, half-assed sweep (which is NOT what Mew is for) or you're going to do some weird support and/or Baton Pass set which more than likely has no attacks. Mew's still too good for OU, he's just not very good in Ubers. Normal Deoxys can at least DO something, even though nobody will ever use him because his defenses still suck too much to make him better than Deoxys-A.
I'd say Manaphy. Manaphy is only at its best when used with Kyogre, but since Kyogre doesn't exist in OU, that shouldn't be a problem. Base 100 is good, but isn't really enough to be uber IMO.
Look at Azelf, he's really amazing with base 125 in both attacking stats, and 115 base in speed. He also has a huge movepool, with access to the most dangerous and OU moves in the whole metagame, making him very unpredictable. And yet hes only OU.
