Mostly implies that it's not entirely. So what's the not random part of that vote?

Like no one seems particularly scummy yet, probably because they haven't had to be. It takes analysis of people's decisions in cornered situations in order to evaluate them properly. That is, unless you know them well enough to predict their actions.
