Well assuming 4 people team the low cost roles are
- Fruit Vendor (can't be performed alongside a factional action) (+1)
- Public Vanilla (is publicly confirmed not to have any power at the start of Day 1)
- Priest (if this role attempts to hammer, the vote will not be hammered) (0)
- 1-Shot Gladiator (0)
- Delayed Voyeur (will be informed of any actions effecting the target the next night, is not told who made the action) (-2)
All of which are still alive and 4/5 which don't have night actions. Restless voter also doesn't have night actions.
Samoyed is claiming to have fruited Hal (did Hal confirm this?) if yes, that is the only verifiable action from a low cost role. Which means there are three people left to kill vooper and bulletproof me. It's reasonable that he could have tracked a scum!moody and still not gotten movement

that's not how trackers work
The Tracker is an informative role that can target a player at Night and learn who, if anybody, that player targeted the same night (but not the action the player performed). If that player did not target anyone, the Tracker receives a result of "did not target anyone" or similar.
