I'm not on council, but if it's okay to give friendly advice as a fellow submitter, I'm pretty sure this is too much.
This thing's Rising Voltage has absurd breaking power (with Electric Surge, it's more than twice as strong as the base form's Thunderbolt!) that doesn't come with a choice lock, and it has the coverage to dispatch anything that resists it easily (now including Overheat for Pokémon like Excadrill and Ferrothorn that resist what it usually runs or Leaf Storm for most Ground-types in general, and it obviously outspeeds all of them) and an unreasonably good Speed tier - and all of this is without need for a single turn of setup, just for switching in.
I won't lie - I actually really like the novelty of having a stat spread that's just +100 Speed and nothing else, and it's both really funny and a legitimate solution to Vikavolt's problems - but in conjunction with the Ability and the new coverage, I'm positive that this would not be a healthy addition to the tier.
Even if it's not officially vetoed or anything, I think you'd have a better chance of getting voted in if you do something less extreme with this - I feel like many people will be turned off by the over-the-top power level here.
