What if talking (and setting perms to talk) was set so that ordinary users, including hosts, can't talk in them?

This would include ! commands as well whatever loopholes there are, probably just make a new GC member role and change host perms to match. You can't set tour rules with custom texts so it should be fine, outside of talking with people using pokemon names as initials.

Hosts would still be able to set most tour commands, but not tour name. They can also make uno and blackjack (but not mafia, jeopardy, or hangman).

This would (should) still allow the creation of tours with MGC while preventing any problems involving talking.

PMs can be used to circumvent this; but PMs can still be used now by people who want harm. I guess I'll also ask the simple question of why group chats in particular are so much worse. Either excessive filters or disabling PMs entirely would be the generalist solution. If its power, don't make "host" much more specials than the players (ONLY with tours and friends). If its the fact that you can /invite somebody, well, either include a disclaimer to the purpose of new, silent, gcs or increase restrictions to invitation.

Alternatively, just better /challenge syntax and UI (in Preact TM) would be nice

Group chats helped form community, which often led to peer pressure and that furthered things like grooming users.
We are also implementing excessive filters, for what it's worth, but even that can always be evaded.

Overall though, personally I don't find that weeding out all the loopholes (which is a lot) is worth the effort when Preact will add better PM boxes and challenge UI, which is the gist of this.

I think that just removing all possible permissions except for existing and existing/tour/uno/blackjack would do the trick (but I'm also not a developer). Could even use room locked maybe
 
I am closing this. We are not going to bring back groupchats in any form to the general public any time soon. The better PM/challenge UI is planned with the preact rewrite, and that part of this is a duplicate of the Preact suggestion.
