Fully Offensive Serp is something that can take many teams by surprise, because there are so many moves that you could potentially run on it, but dragon pulse is that option that everyone foregoes because it doesn't get to do any of the annoying stuff that it loves to do otherwise.

Because its so fast, it can naturally outspeed every single unboosted viable dragon type, most of which would force serp out.
Dragonium is necessary on this set because of the extra damage it receives because of its non-dragon typing and terrible offensive stats.

+2 252 SpA Serperior Devastating Drake (160 BP) vs. 252 HP / 0 SpD Latias-Mega: 340-402 (93.4 - 110.4%) -- 62.5% chance to OHKO

I literally don't even need to show you hyrdeigon's calc (falls to +2 dpulse if offensive), because the bulkiest special dragon in the tier gets ohkoed every time after a leaf storm switchin or rocks at +2.
