Right now, it seems like the vast majority of power creep in Pokémon is of the offensive variety, with the result that defensive pokémon have typically dropped further in the tiering list than offensive pokémon (e.g. Azelf, Mesprit and Uxie were all OU in gen 4, but in gen 8 Azelf is UU while the others are PU and ZU). What if a change to the game mechanics was made to reverse this trend? How would it affect the metagame?
Max HP is changed to:
10 + L(1 + V/256 + H/64) + (L^2)(H^2)(1 + V/4096)/160000
L = level
V = IV/EV coefficient
H = HP base stat
Effects that change HP by a percentage of the maximum value follow the old HP stat, so that they are no longer a fixed percentage. To counterbalance this, the HP restored by Rest is buffed by 50%, while status effects are still cleared.
For example:
Level 100 Snorlax with no IV or EV investment:
Max HP = 10 + 100(1 + 160/64) + 10000(25600)/160000 = 1960
HP restored by Rest = 645
HP drained by Leech Seed or poison = 54 - Snorlax would survive 36 turns from full HP if no other damage was dealt
For a start, Chansey and Blissey would get something like 5000 max HP, so only physical moves and the likes of Stored Power could actually harm them severely, and they'd get banned to Ubers for certain as status conditions would impair them much less than they would pokémon with lower HP stats. Not like this hurts them that much, they're still great in Ubers and AG in the current scenario as there isn't a legendary with similar mechanics.
