Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
Are people not running max HP / max def Hatterene? Maybe HO teams with red card on Hatterene, but those guys are usually running something else to shut down your Ting Lu after they switch in on the first EQ (taunt etc)
Give volcarona blue flare (beause fire can be blue and it's the sun which is kinda on fire), wonder guard (because shedinja also has it and its a bug type too), 64 pp roost (because its a moth they roost more than other things), earth power (because its grounded so it has some power in the earth) steam eruption (because its so hot its steaming) and remove stealth rock from the game (because how can rocks even be sneaky you'd obviously see them and just step around them), and an ability that automatically activates Tail Glow every turn (because its the sun its tail is always glowing)
I think Volcarona might be able to squeeze out the tiniest of RU niches, what do you think?
My Tierlist is on my computer, but I’d like to remind people that Urshifu gets Sword Dance and Trailblaze, and can use Punching Gloves if it wants to. And can do this.
+2 252+ Atk Punching Glove Tera Water Urshifu-Rapid-Strike Surging Strikes (3 hits) vs. 248 HP / 0 Def Toxapex in Rain on a critical hit: 321-378 (105.9 - 124.7%) -- guaranteed OHKO

Quick notes on my list (outside of some obvious hot takes) are that i tried to sort each tier into a personal top 3 and that anything RU and below shouldn't be taken too seriously ( I don't know much about those metas and I wont pretend I do). Also I'm assuming respects doesn't last.
people are big sleeping on Tera Glastrier, being able to circumvent the Ice typing while keeping its insane bulk will be a force to be reckoned with and probably easily QB'd by RU or below lmao. Also I feel like Thundurus-I could have some sort of resurgence in OU this gen whether its the classic Prankster TWave sets from ORAS or just Nasty Plot Tera Flying go brrr, its got a great speed tier of 111 to differentiate it from Zapdos. both Urshifus will be laughably broken btw
edit: Rillaboom placement was made assuming it kept Grassy Glide. so yeah uhh without Glide Rilla is likely in the UU/RU range, likely UU but I could see Zarude making for extremely stiff competition which could push it down into RU.
Bro, Spikes + Rocks + Taunt alone is enough to have it OU. Only thing that makes this set worse than last Gen is less Knock Off users, which means Boots are better. Other than that, its as cancerous as ever at enabling HO teams.

Regieleki won't be anywhere but ubers. Cancerous little electric hoppy ball of death.
Couple quick notes for clarification:
H-Lilligant, MoltresG, HoopaU and Arcanine are all what I consider BL candidates minimum. I'm actually shaky on Moltres (Kanto) because I think it's got potential to be big this gen due to a number of nice match ups it had. I think people are being way too high on HoopaU because it's so fundamentally flawed. Cresselia actually is gonna be a big deal with CM stored power, but I doubt ladder will use it like it should be.
I'm looking at these tier lists and they are MAD disrespectful to the bird. Braviary-Hisui in RU?? Even UU is pushing it guys. I think this mon could be OU given its solid bulk and dummy firepower. I'm not exaggerating when I say Braviary-Hisui is more dangerous than Ursaluna.
While 112 special attack might not seem outstanding, remember that you are using a 110bp hurricane with tinted lens. 65 base speed is slow, but modest is still hitting 229 speed, which is faster than jolly kingambit, many defensive great tusk/rotom-wash, etc. Being rocks weak sucks, but the 110/70/70 bulk is not bad either, so you can take advantage of many attackers without a STAB super effective move to hit you, like sneasler, lando-t or great tusk. Hurricane is the bread and butter, psyshock hits dedicated special tanks like blissey and AV glowking, and esper wing is a solid stab that can be threatening due to the speed boost. The last moveslot can be defog on rain teams or Air Slash outside of rain teams so you can tera flying for more reliable flying stab.
This isn't the end all be all ultimate set, I'm sure there's some room for exploring sets like cm+esper wing, but this set has given me crazy good results in testing and custom home roomtours. I don't think sheer force LO sets will be as good because they require more prediction and because you're slow, you'll get punished easily for wrong predictions. You also lose out on esper wing's speed boost, which can be surprisingly scary lategame.
"But doesn't the specs set require some prediction too??"
No my good smogonite. Vs any bulkier team, all you need to do is tera flying and click hurricane. Kingambit, gholdengo, rotom-w, garg, and basically any other flying resist you can think of simply melts away.
Hurricane calcs:
252+ SpA Choice Specs Tinted Lens Tera Flying Braviary-Hisui Hurricane vs. 252 HP / 0 SpD Kingambit: 408-480 (100.9 - 118.8%)
252+ SpA Choice Specs Tinted Lens Tera Flying Braviary-Hisui Hurricane vs. 248 HP / 0 SpD Zapdos: 388-458 (101.3 - 119.5%)

252+ SpA Choice Specs Tera Flying Braviary-Hisui Psyshock vs. 252 HP / 4 Def Blissey: 801-943 (112.1 - 132%)
252+ SpA Choice Specs Braviary-Hisui Psyshock vs. 252 HP / 12 Def Slowking-Galar: 229-271 (58.1 - 68.7%) (AV)
252+ SpA Choice Specs Tera Flying Braviary-Hisui Hurricane vs. 0 HP / 0 SpD Ursaluna: 428-504 (106.7 - 125.6%)

As long as you keep rocks off the field, this mon is mauling anything slower than it. The only thought required is getting it in safely, and defensive tera types mean nothing because tinted lens punches right through it. Rain is nice to keep your hurricanes accurate, but Air Slash is plenty reliable outside of it. So unless tera dark max spdef blissey ever becomes a thing (and I'll just run close combat over defog then you bastard) this mon is actually unwallable, easy to use, and nearly impossible to prepare for.
Replays are a bit limited considering home isn't here yet, but here's the finals of a home tour I made in the OU room: https://replay.pokemonshowdown.com/gen9ou-1865191880
Taking down pelipper and clodsire are cool, but that corviknight getting ohko'd on turn 16 was simply art.
TL;DR Braviary-Hisui is going to be THE wallbreaker under rain and an excellent one besides, stop sleeping on it.

Braviary in the "why the hell is it able to OHKO that" club with Lokix (my beloved)
252+ Atk Choice Band Tinted Lens Tera Bug Lokix First Impression vs. 0 HP / 0 Def Dragapult: 346-408 (109.1 - 128.7%) -- guaranteed OHKO
252+ Atk Choice Band Tinted Lens Tera Bug Lokix First Impression vs. 224 HP / 0 Def Cinderace: 346-408 (96.9 - 114.2%) -- 81.3% chance to OHKO

(shameless Lokix promotion)
Mixed sets will be the name of the game, this thing gets Contrary Superpower, some of the best coverage and options, and a phenomenal typing both offensively and defensively further compounded by Tera
I think the main thing is that it is currently fairly comparable to Quaquaval in it's role at the moment, - Roost and Aqua Step, but obviously with better overall bulk, attack and speed.
Obviously urshifu-rapid will be better overall, but they seem like they'll compete for a similar role on some teams.
Big Brain play: Putting Hoodra in OU instead of UU/RUBL so people don't expect you to make a HEAT set with it.
Real talk I am very curious about your keeping Eleki in OU but Sneasler being scary enough for Ubers. More mildly the same curiosity on Gapdos vs Zapdos.
