I got no access to Discord, but I am tentatively back here so I just want to share thoughts on certain trends I have been observing in Vaporemons, and what can be learned from the trends currently looming over OU.

:ogerpon-wellspring:
Phenomenal utility Pokémon due to the wide array of options that are at its disposal like Knock Off, Spikes and Encore, Water Absorb being great in a metagame that loves Water moves and it's surprisingly decent defensive profile with investment. It's also a terrifying wallbreaker,only having few naturally good defensive counterplay options to face. It's all and all a great Mon and I probably would like it even more if not for....

:Ogerpon-hearthflame:
Stupid ass Mon. No Tera might make 4 Attacks sets not game ending after a few hazards up but that doesn't really matter, SD 3A still has very little counterplay, and soecifically in regards to what's really popular in Vap rn, the bulky Healing Stones + Grassy Terrain spam teams with no Boots get set up on and dumpstered. Look at your grass balance team right now. If Hearthflame gets off a SD under Grassy Terrain, how do you stop it? That Chain Lightning priority is not looking sweet rn after you made its Power Whip stronger than V-Create. No one is really using this Pokemon and I implore people to actually start looking into this thing because it's hilariously good and arguably still pretty broken.

I think Healing Stones are overhyped lol. Don't get me wrong, Grassy Terrain teams are imo ridiculously strong right now, but that's if you're playing Grassy Terrain offense. Those playstyles yave a million viable options right now. But what I've seen becoming the norm is Grass Pelt + Healing Stones + Life Dew trying to outlast the opponent with ridiculous levels of passive recovery. And I'll just lay it like it is, it's not that good. Healing Stones teams rely on nothing on your team running Boots, and hazard setting is simply too good rn to do that imo. Many of these teams rely on Shelter to get off hazards since any other form of hazard removal removes Healing Stones as well, which sucks when the current best hazard setter out right now can at worst permanently cripple every Shelter Mon, and at best outright beat them. This also doesn't cover the criminally underrated but always lurking Pet Mod destroying hazard Toxic Spikes, which Shelter can't remove at all, and directly punishes the stay out passive healing approach. Cinderace is also really good, specifically versus every Healing Stones user, why do you want to give your foe free Heal Rocks.

Balance sucks. A lot 9f these buffs don't change that, since Vap still has all of the main things that make Gen 9 Balance bad. Stick to Offense, or bulky Offense. Or even Boots Stall.

Some other mons I want to mention

:Magearna:
Still a crazy ass set up sweeper, but at the moment I find it very hard to slot on teams for it's defensive utility that a lot of people hoped the nerfs would push it towards. Problem is Magearna lacks a lot of actual utility options, and the metagame (Gen 7 OU) that valued Magearna's specific strength ls don't 3xist anymore. No one is running Fairies outside of Tera Fairy Garg, who you don't beat without Specs or Cloak, and doesn't use Fairy moves regardless (and Magearna sucks at running Cloak anyway) or offensive Psychic types, since most of the major offenders are dead in dexit. Also Mage in Gen 6 specifically targeted bulky CM Psychics and Fairies with the Heart Swap and AV Iron Head sets specifically, but like I said almost all of those no longer exist, and the few that do (Cress) beat Mage cuz it lacks Heart Swap. When I build, I commonly look towards Magnezone, bulky Ghold or even Corv as Steel types of choice, they just add actual defensive utility right now. None of this to say Mage is a bad Pokémon, Specs is inconsistent but insane when it lands right, and the various forms of Agility Magearna sets that exist are still top tier sweepers. But I think we kind of floundered on the goal of bulky Mage and that sucks, and the truth is? I'd rather run Tinkaton, Counteract + Knock + Rocks OR Defog and Encore is pretty great ngl.

:Gliscor:
Absolutely gobsmacking the OU metagame rn and for good reason, as of this moment, OU is just not prepared for the insane utility that Gliscor brings. Vaporemons is more of the same tbh. Things are different ofc, as this metagame has a few more viable means of hazard removal on paper, but in practice literally only 1 addition actually shits on Gliscor, being Magnezone. And I don't have to argue why post Electro Web Magnezone is not as dynamic and frustrating of a Pokémon to counteract. Moltres gets ToxicTect stalled, no one runs Defog Tinkaton, Goodra-Hisui gets EQ'd and at this point barely has the moveslots to Shelter anyways, Treads is not real, Great Tusk without Ice Spinner just dies Toxic, Cinderace just gets more Spikes up to replace to court changed ones then dies, Slowbro gets Toxic'd and it means you are most likely not running the much better Slowking and Mandibuzz is a shitmon at defogging anyway (Dark type that loses to Ghold?!?!?). Basically, Gliscor is king rn and I am heavily imploring people to take the classic Ting Lu + Ghold set and replace it with Scor + a Ghost resist and watch teams fold.

:Mandibuzz:
Shit Mon. Stop running Defog! Have you done so? Ok let's talk about why it's good. Mandibuzz has a lot of cool utility options at its disposal (not Defog) and thanks to Overcoat, it becomes significantly harder to wear it down, making it a delightful addition to bulkier teams of all types while in general just making the lives of most Ghost types sad. Ok, to address the elephant in the room. Defog Mandibuzz sucks. It sucks in Gen 9 OU, it sucked in Gen 8 OU and no one wants to admit it, and it sucks here in Vaporemons. Why? It loses to the best hazard setter, that's why. And what's the point of running a Defogger that can't beat or do anything to the best hazard setter? It also holds the distinction of being a Dark type defogger that largely loses to Gholdengo, due to Foul Play not doing any damage to bulky variants, Knock Off after the initial turn not doing any damage to bulky variants and False Surrender being a genuinely bad set that helps you beat Ghold at the cost of being useless in every other matchup. Don't try to be a Defogger, you will never fit all the slots you need to consistently beat the great setters in the tier. Run ToxUturn Roost Good move of choice and you get a lot of mileage, Fairies are dead!

:Breloom: Nasty ass breaker I'm not gonna lie. Breloom was always C Tier to B- rank in Vap, but the DLC metagame has been kinder to it. The rise of Roaring Moon and specifically SlowMoon cores, the addition of Chisel, Iron Valiant not being AS relevant and just not being able to Tera out of a well timed Mach Punch is precisely why Breloom is getting the rampant success it has had. Sash, Loaded Dice and CB are all great options that allow it to have several different good matchups into key threats depending on what's what. Chisel being a phenomenal addition to Breloom's repitoire, acting as a third STAB option that is really hard to switch into specifically on Breloom because of its other options makes it imo it's best user right now. Breloom just loves how the metagame is coming around for it, and that's great cuz I love Breloom.

:Iron-jugulis:
Barely used the Mon myself, but I watched it basically 2HKO a Tera Fairy Garg without any hazards up with Specs Dark Pulse. Honestly I see no reason to click any move outside of maybe Knock Off so that the Spikes that you need to chip the walls can chip them. Put Specs Jug on your hazard Stack, shit is insane.

And that is basically it tbh, I hope to see Vap flourish more, ofc know we'll that these are my biased opinions and aren't fact nor law, and your own interpretations and experiences regarding these mons and others I did not choose to touch matter just as much, if not more to you. Good day.

So, with the baseline being set, let me respond to some of your points.

:ogerpon-hearthflame: So I've seen a good bit of all of the Ogers besides base at this point, and I've been pretty impressed. Cornerstone is cool with Sturdy to give free setup opportunities in lategame or prevent sweeps at any point, Wellspring has really solid matchups into a lot of scary mons, and then there's Hearthflame. I personally haven't had much trouble with this mon, but it's a very solid option for sure. The sheer utility combined with even or sometimes positive matchups into mons you'd expect to destroy it (Heatran, Moltres) is very great, though of course its rocks weakness is something that needs to be played around. Hard agree on GTerrain offense btw. Haven't run it myself but I've been complaining for days about folks running shit sets like Leech Seed Protect Shaymin (just kill me now), so I'm obviously inclined towards taking the playstyle more offensive.

:magearna: I don't think this mon is inconsistent in the slightest. However, I do agree that defensive sets aren't great. What this mon provides is a stellar defensive profile while also being one of the scariest offensive mons in the tier. Specs has no real switch-ins besides like, Dragalge and that's it lol. Everything else can't eat Fleurs consistently over the course of a game or dies to coverage, with the next best option being Clodsire (cool mon btw. Very underrated in current meta). Setup sets are also very strong but I've personally had an easier time playing around them; will need to see them used more to decide where I stand on them. Still, amazing mon and easily in the top 5 (though I'm personally very much on the Mag train so I put it at #1).

So you'll be pretty shocked to hear this, but I've been running Tsareena quite a bit lately and it actually puts in work. Mon is pretty exploitable by some things and can struggle a lot in certain matchups, but if you want hazard removal that beats Gliscor, Tsareena is it. Resists EQ and Seed Sower both counteracts PHeal while keeping you healthy in the process, Rapid Spin removes any hazards it gets up, and Jungle Healing allows you to ignore Toxic completely. Unfortunately, Tsar has a terrible matchup into Gholdengo even with Knock Off, but you can't have it all I suppose.

:mandibuzz: Yeah this mon is awful at fogging. Folks haven't explored its other potential sets yet but I'm looking forward to when they do cause I definitely see the potential.

:breloom: I LOVE Breloom!!!!!! Mon is sorta fishy because certain teams never let you in, but when it works oh boy does it work. I've had times where I've clean swept 4-5 mons without even clicking SD; mon is a TREMEDOUSLY good cleaner. Super fun to use, Chisel is a funny move, gg shake my hand.

:iron-jugulis: Yeah lol this mon is still dumb. EP being your best 4th move means the gambit matchup is a lot worse now that you can't threaten the OHKO, but this mon still does ridiculous damage and pretends your resists don't exist unless they're specially defensive. Thankfully that speed tier is extremely whelming in the current meta, but it's still a mon to be considered.


While I'm at it, I figured I'd also give my own thoughts on some fun mons. Not gonna make many meta comments because if we're being honest nobody is building meta, but I've at least tried out most of the mons on the VR, so I figure I'm qualified enough to speak on those.

:pelipper::basculegion: Rain is silly. Baseball Bat Basculegion has essentially no answers if you manage to get it in with Rain up, so the opponent just has to sack mons until you die to self-chip or run shitmons like Toxapex and pray you don't run other mons that beat it. Extremely consistent from my experience, and the worst part is that there are so many diverse rain breakers that you simply can't prep for all of them. Manaphy, Inteleon, Vaporeon, Walking Wake, Palafin, Zapdos, Jugulis, Greninja; the sheer number of mons is crazy (though notably, almost all of them lose to pex lol).

:meloetta-pirouette: This mon is VERY funny. Knock Off removed all pretense of this mon having consistent counterplay, and games with it are now determined by A.) never letting it in, and B.) predicting right 100% of the time once it is in. Melo is so strong and so fast that most of the time, even if it clicks a resisted move into your switch-in, it can just follow up with a neutral/SE attack and finish the job without batting an eye. And that's not even mentioning SD. If you let Melo set up and your team is chipped AT ALL, the game ends right there. Nothing eats a hit from like, 75%, and even the mons that come close can be counted on one hand. Crazy mon, would not be surprised to see it nerfed in the future.

:meloetta: This one is unfortunately not so lucky. It's not bad, but Choiced sets struggle to make progress in a meta where every team is running immunities to both of its STABs, and setup sets are far too slow to get going. But hey, at least one of the Melos is good!

:palafin: Just wanna say that this guy is real. Don't tunnel vision into trying to keep this guy healthy to get the most out of Hero form, just click big Water move and watch switch-ins crumple. Great revenge killer only made better when it finally does get that KO, and very fun to play with.

:sandy-shocks: This mon has had a renaissance in the past day or so. Meteor Beam Protocrysalis Shocks in Sand is a nightmare mon for most teams to deal with, as even at +1 it can easily threaten OHKOs on your entire team while Protocrysalis Speed lets it outpace pretty much all common forms of speed control. Super fun mon, singlehandedly keeping Sand alive at this point, give it a try.

:goodra-hisui::dragalge: Lumping these together as extremely passive walls that are nonetheless viable. Hoodra has had a lot of experimentation over the past week or so, and while it's never been a stand-out performer, it's quite often at least put in work, giving it the ranking I gave it in the VR. Meanwhile, Dragalge shouldn't work lol. It's extraordinarily passive and lacks good recovery options, but thanks to the sheer bulk and number of relevant resistances provided to it by Color Change (+ Hand Mirror), it does admittedly have a place in the meta to wall some otherwise terrifying mons. Not huge on either of these, but their efficacy can't be denied.

Overall, meta is super interesting and unique rn. Lots of tools around that aren't anywhere to be found in OU, and the meta as a whole definitely feels very unique while still having that gen 9 vibe (minus Tera, of course). Looking forward to seeing what comes from Slate 7 and beyond!
 
VR is pretty crazy. If I had to slot something none of the Fairies are S rank rn imo.

imo the ranks seemed super focused around Vap changes and not at all representative of what's actually good if you play with them (when has the last time Therian Enam has done anything B rank worthy, much less A-). I think you grossly overestimate just how different Vaporemons is from OU. Yes, quite a few big threats exist here that don't exist in OU, and ofc Tera is gone, but many of the main strategies remain the same, and almost all of the same counterplay exists and is usable here the same way it is in OU. Like personally, I could never have the aforementioned Enam Therian be A- when it *should* be such an easy Pokémon to punish in standard play, if people were not hyper focused on spamming what's new. The metagame is in fact more aggressive against it, as Electric types are more prominent overall, and the Steels that exist are better here than there (Gambit not withstanding).

Now I'm gonna present my own personal VR, and it's gonna be very controversial. After A Ranks order =/= viability.

Probably how I'd rank the meta based of what I have played, what I have watched/studied and theorymon comparisons to their OU performances.

Rain is like, significantly worse than it is in OU in and of itself, because the breakers can't Tera to be unstoppable, Grass types are roughly just as good here as it is there, if not better, and bulky Waters are really gas rn. Its just really Basculegion and it's access to a real Ghost STAB option that amplifies it's options (which is why I believe it deserves a rank above Rain itself). You handle Rain the exact same way here that you do in OU, Alo, Slowking, Tera Shard Glowking, Wellspring, Water Garg (them Walking Wake x Gambit squads almost solo rain tbh) and you will be fine.

There's no set time when it comes out, but it's almost always the day before submissions closes (which for this slate is today) unless I'm too tired or busy to get it out in time, in which case it would be the day after along with vetoes.

This is the first time since slate 3 that I've gotten the sub review out before vetoes. Wow!

I'll basically just be giving some brief feedback on all submissions, including whether or not your sub could be vetoed (meaning disqualified from voting). Note that I haven't talked with the rest of council about vetoes or anything, so none of the vetoes here are official, with the official veto slate happening tomorrow when submissions close.

These are all just my opinion, so unless it's a veto warning, you can decide whether or not you wanna take my advice
Moves: The Pact is very interesting, not really sure how it'll pan out though. Grease Spill is pretty funny, might be kinda crazy considering how strong hazards are right now but we'll see. Seed Bomb is alright and I'm not particularly interested in more recovery but Rebuild is a neat idea.
Items: White Flag seems interesting but niche, Exhaust Gas seems too limited to be useful but making it better would likely be broken (easy PP conservation is an underrated broken thing), and Rotten Core seems quite strong, basically a better Colbur Berry for a lot of mons
Abilities: Both Rivalry and Synchronize are cool concepts, though I like Rivalry's offensive use of it more. Blunt Force seems like the perfect kind of offensive Tinkaton buff, making up for its poor Attack stat but without just making it a generic button-clicker. Stall kinda concerns me, we'd have to be really careful with its distribution as free pivoting at the cost of some HP is extremely powerful on bulky stuff. Also, how does this interact with pivoting moves?
Adjustments: Dusknoir seems just alright, I get why you removed Substitute but it does feel very weird, and Cyclizar likely won't be powerful enough to make an impact with just ESpeed. Give it Boomburst.

Abilities: Hospitality seems alright, mostly only on Sinistcha as it can stack it with the buffed Big Root affect in this mod and heal absurd amounts of HP from Matcha Gotcha. Telepathy is alright.
Adjustments: Seems pretty concerning, Tinted Lens on a good offensive typing like that is no joke, especially since this just got Knock Off back. Hopefully balanced by Ground having an immunity and Krook's low Speed.

Moves: Echo Chamber sounds like a lot of fun. Fury Swarm seems okay, but physical Bug moves are pretty loaded between Megahorn, FImp, Leech Life, and U-Turn with Lunge in the background, so it'll be difficult for Fury Swarm to stand out.
Items: I am legally obligated to not like Straw Doll for enabling Sneasler, but aside from that it seems okay, a lot of Substitute users love having recovery from Leftovers to sub up multiple times but chip damage is always good. Garchompite Shard is a tiny bit spooky, we did veto an older version of Sand Clock for straight up setting weathers as it's a really strong method of weather disruption, but this being limited to just 1 Pokemon might balance that aspect. Also, a very minor nitpick, but I'd rather not have this have the naming scheme of the Charizardite Shards since this item doesn't act like a Tera Shard like the Zard Shards do.
Abilities: Disguise is cool, maybe give the same effect to Ice Face. Water Veil is fine.
Adjustments: I see the vision of making another good Shelter mon, but I'm not really of the Glowbro, it's really in a tough situation of trying to make it stand out from the other Slowtwins without making other Poisons like Muk obsolete. Ampharos and the Rotoms are fine, maybe give the latter Defog, that was something we didn't do when we distributed Defog but 1 more viable Defogger in Washtom wouldn't hurt

Moves: Definitely gonna have to be careful with Wash Away's distrib, I get why it's the way it is but yeah near-unblockable 80 BP Spin + Dragon Tail on a good type is wild lol. I don't really get the balls aside from the funny Baseball Bat interaction and buffing the already super good Cinderace, since most of the STAB users you suggested have better options already and the ones that don't (mainly the Screwball ones) really aren't getting that much of an upgrade. Dissolution is alright.
Items: Scyther item concerns me a little bit, mainly for Kleavor as a free Scarf on a 135 Atk mon with SD and STAB U-Turn is nothing to scoff at, seem super powerful. If you do have to nerf it, I'd probably do 1.5x SpD for Scizor and 1.5x Def for Kleavor, but we'll have to talk about that among council later. Slingshot seems alright, and Hand Buzzer is extremely funny but sounds extremely annoying to play against.
Abilities: I like Shield Dust a lot
Adjustments: wiggly funny. Eevees are fine, certainly not as crazy as they were in JolteMons, but respectable, especially Jolteon and Umbreon plus the already viable Vaporeon. I would suggest that you give then Grass Knot, it's just a move I've recently thought that the Eevees should learn, but giving Vaporeon a way to hit Waters might break it so maybe not.

Moves: Slash is pretty decent way to give Normal-types a real physical STAB move again, and Dragon Breath being baby Core Enforcer is neat.
Items: Sushi is probably too weak to make Tatsu OU-relevant, Muleta sounds just okay mainly due to the Covert Cloak effect though the Tauroses aren't exactly the first things I think of when I think of running Cloak, Quick Claw is fine, and Binding Band is also fine, though just as a personal preference I'd rather have this effect on a separate new item since Binding Band has a super small pre-existing niche on Sand Spit users.
Abilities: Unnerve is cool, but we did have an ability with an extremely similar effect in JolteMons that was better, as the Embargo effect would be active for as long as the user was active. While I'd like to limit JolteMons concepts being resubbed here, I was a really big fan of that ability so I would be very okay with you just subbing that version of it. Wind Power might be broken, Tailwind has a really strong effect balanced in singles by its awful duration, so making it 7 turns likely makes it too powerful of a Speed control tool even it's just on Talonflame and Tornadus (since Thundy and Lando don't get Tailwind). Maybe it so that the user switches out when Tailwind is set, so you get 3 turns of Tailwind + free pivoting? Still extremely strong but potentially easier to deal with.
Adjustments: Hydreigon seems very powerful with Death Aura, hopefully balanced by how offensive the metagame is, though it still has the potential to dismantle a lot of defensive cores. Hippo's odd flavor aside (Hippos are great at being in water, but a Flip Turn is a swimming technique and Hippos can't swim, they run underwater), seems like a great Ground pivot, still has to contend with the 5 million viable Grounds we have but Sand Stream + pivoting + recovery should make it real. Iron Thorns might be a little too much between Tough Claws, Shift Gear, and Aqua Tail in spite of its awful typing.

Items: I do think I like Beaf's anti-pivoting item a bit more since it seems more applicable on walls or hazard stack teams, but this one is also pretty interesting since it's a more offensive use of the concept that revenge killers would use. Would be less viable because it's a lot riskier, but it's interesting nonetheless.
Adjustments: Fez and Munki can be one sub since they're counterparts (plus you can add an Okidogi buff if you really want to). That said, Munki would probably get vetoed, Psycho Boost from 130/106 special offense is pretty insane and that's before considering Contrary. I like Fez a lot, however. We talked about this a bit on Discord, Chi-Yu and Chien-Pao likely wouldn't get freed in this way since the abilities wouldn't get banned under normal tiering policy. I recommend making an ability sub that swaps the effects of Beads and Sword of Ruin as a effective way to free them.

Abilities: Power Spot sounds fun
Adjustments: I like all 3 a lot. Milotic is probably the standout, being a very strong Sheer Heart user or wall with a good typing, but Okidogi and even Ambipom aren't bad either

Items: Whoopie Cushion seems niche but decent.
Adjustments: Snorlax seems extremely strong, that bulk and recovery really frees up Tera Shard giving you a big blob and Curse wincon of any typing you need, while the pivoting isn't quite as scary but more icing the cake. Could get vetoed but I'm not gonna say for sure quite yet. Mamoswine is simple but cool.

Moves: Lighting Rush is fine, but very redundant with the pre-existing multi-hit physical Electric move in Chain Lightning
Adjustments: Poliwrath and Noctowl are too underwhelming for an OU level (maybe Poliwrath has a slight niche with Belly Drum and Jet Punch on HO but that might be pushing it. Also, you have Swift Swim listed twice for Poliwrath, I assume the first one is supposed to be Water Absorb). I actually really really like the idea of QD Ludicolo, though between unbanning Volcarona and the buffed Oricorios we are quite saturated on QD mons. Polteageist is already a viable HO option, so making it Water and giving it Water Spout might be too much and the meta is quite saturated with Water-type breakers already


Moves: Poison Fang is pretty cool
Abilities: Guard Dog seems fine
Adjustments: Eelektross is still cool but likely too weak for OU (also it already gets Knock Off now), Leavanny is very interesting actually with VD and MGuard, though fierce Grass-type competition probably keeps it down. Color Change Ori is likely a nerf compared to Scrappy but really fun

Moves: Tera Blast would probably get vetoed, as it would require us to re-ban multiple mons. I'd rather buff Tera Shards themselves.

Abilities: Exoskeleton is pretty neat on the right mons, maybe even gives a use for Bug Tera Shard since you'd have no weaknesses + good Grass and Ground resistances.
Adjustments: Not my favorite Iron Leaves sub over the course of the mod, but a good one nonetheless. Baseball Bat, Tie-Dye Band, and Steel Tera Shard would all be great options on this.

Abilities: Not a big fan of either
Adjustments: Thundurus is actually one of the best pivots in the metagame right now thanks to its new ability Battle Spines, so there's no need to give something else

Moves: Heated Debate would probably get vetoed, a similar sub got vetoed earlier for being a Sun version of Chilly Reception and adding Taunt to that (or even just Taunt + pivoting by itself) makes it an even crazier pivoting tool
Items: It has a lot of drawbacks, but I'm still not sure if that's enough to keep this from getting vetoed, it really can't be overstated how good passively setting hazards is, especially in a metagame where removing them is still somewhat difficult
Abilities: Supersweet Syrup's buff is okay, would def need expanded distribution to be worth it, though the effect is pretty weak in singles, mostly being a worse Compound Eyes. Frost Cloak is a little odd, almost feels more like a doubles ability since in singles it essentially functions the same as Snow Warning + Aurora Veil, but instead its Frost Cloak + Snowscape, just that you can't stop it by changing the weather before the setter moves. That said, Aurora Veil teams don't need a buff.

Adjustments: I really like both of these, both Blissey and Brute Bonnet can become genuinely powerful options with these movepool buffs, especially the latter.

Moves: Pledge Pulse is interesting, but the RNG with it probably makes it too difficult to viably use, Mist is probably still not worth the time to set up but it approaches being usable, and Cultist Chant is just a bit underwhelming, though a move that can set up Safeguard is interesting.
Items: I'm very much not a fan of adding new hazards, but Banana is probably inoffensive enough to be fine. Otherwise it's a slightly better Gen 7 nature-based pinch berry without the nature restriction (but no Gluttony interaction for Lax ig), which is fine
Adjustments: Adding forms stuck in previous generations is outside the scope of the mod, so adding Cosplay Pikachu forms wouldn't be allowed. I do prefer the other Ampharos submission, this is one is fine but likely wouldn't have an impact in an OU context. Gliscor is interesting, but since Gliscor is a Top 10 mon in the metagame, changing such an important defensive piece in the meta this significantly likely wouldn't be healthy for the metagame. It's a huge uphill battle because of their poor stats, but maybe try doing something similar with Honchkrow or Bombirdier.

Moves: Note that you're only allowed to have 4 submissions per category, so you'd need to remove one of you move subs. Trap Toss is likely broken, being a much stronger and more complicated version of the only great Court Change. Brisk Wind is fine since Special Ice-types are in a really bad spot right now. I don't really like grouping every multi-hit move together in this sub as this is an unnecessary nerf to all the 25 BP ones, I'd recommend cutting the sub down to Flurry of Blows (which you could replace with Arm Thrust)/Spirit Raze/Toxic Volley. Short Circuit and Volt Tackle aren't counterparts, so they can't be subbed as one submission. Aside from that, they're fine, but I'm not particularly interested in them since physical Electric-types already got a great buff in Chain Lightning. As for the Rooms, they would probably get vetoed as we've been avoiding adding new field effects like weathers or rooms.
Items: Inheritance Will probably should only activate on faint, but it's still likely broken as a team of setup sweepers being able to pass stats to each other just by fainting creates a pseudo-Baton Pass chain that can very easily get out of hand. Mime's Tools would also get vetoed as extending the duration of Trick Room through items has been shown to be broken in multiple metagames. Aside from that, the Mr. Mime-specific effects wouldn't really do anything right now since Mr. Mime isn't in the game right now, as this is a meta based on Gen 9 OU and not NatDex. Snomolite is funny, but wouldn't make Snom viable.
Abilities: Angel Shell is fine, the room abilities would get vetoed as auto-setting Trick Room has also been shown to be a broken concept across multiple metagames, along with the issue of adding new field effects I mentioned earlier
Adjustments: Only Pokemon Adjustments are allowed to be subbed through Adjustment subs, so the mechanic changes to Ice-types would get vetoed. Klawf is okay but it does have to contend with another viable Crab in Crabominable, along with the many other bulky Waters and Regen pivots we have. Probably could give it Flip Turn

Justification: Mud Wash accidentally boosting Muddy Water to 180 BP is hilarious, but because of Muddy Water's cringe accuracy dropping effect, we're eventually gonna get to the point where it stops being funny and becomes really annoying. The problem is that simply changing the secondary effect is pretty unappealing as Muddy Water is just a worse Surf outside of Mud Wash shenanigans, so instead here's a bit of an overhaul. I decided I wanted a really unique effect considering the competition Muddy Water has with Scald, Hydro Pump, and Surf, and I think Syrup Bomb's effect is perfect for it. While the drop in power for Vaporeon is massive from 180 to 140, after a turn or two it'll be able to outspeed its target and potentially KO it. For other mons, it could be a neat utility to help their teammates outspeed things, especially in combination with pivoting moves like Goodra-H's Rollout. Plus, it's a smidge more consistent at 95% Acc as opposed to 85%. Mud Bomb and Syrup Bomb are also here, the former giving some Ground-types some utility and strong coverage to Masquerain, while Syrup Bomb is just here for consistency but maybe there are more fitting flavor mons than just Dachsbun.

I'll definitely consider doing this, I used to do this way back in the past in SylveMons though stopped when JolteMons came around since it was difficult to keep it up-to-date without how much thing change (especially for abilities), but I could try to do it again. For now, the best way to see everything in a quick and concise way is either the Changes by Pokemon tab on the sheet or by looking at the teambuilder on DragonHeaven here

Justification: Gods I really want to deal with Aurora Veil more directly on principle since :ninetales-alola: Ninetales-Alola is likely going to have be dealt with eventually in some way anyway even outside of this Pet Mod, but I'll wait a slate I guess. So instead I'll try to mitigate its BS by making Brick Break more worth using by bringing it in line with Psychic Fang's weirdly 10-BP-higher self as well as making another version of both moves. In going for that, I've decided to go with a type that isn't blocked by any type and that crushes Ninetales-Alola stupid face four times over; it somewhat needs to with the needed change to Hail this gen and then to Snow Clock in this Pet Mod. In fact, in the likely case you're slower like probably will be, Sledgehammer Blow should just OHKO Ninetales-Alola while also destroying its Aurora Veil, effectively negating its existence beyond the Snow that's still blowing.

As recompense, Sledgehammer Blow should have far less distribution than Brick Break or Psychic Fangs. Like pretty much 10% of Brick Break's distribution at max just to be "fair", even if Aurora Veil doesn't deserve fairness. Finally, I mostly just threw in Psychic Fangs here in the unlikely case that it might want to be distributed to any other mons despite getting a lot more distribution in Gen 09 as an apparent TM now. Making Psychic Fangs non-Contact was just to make some (positive) change to it.

Hence folding a bit of redistribution of the latter into this, especially since its flavor--literally--is unfortunately a lot more difficult to dole out while still making sense--sunbathing and literal rock & food mons are the closest I can get. Additionally, while this technically would be a resub of something from JolteMons, I don't think Ice mons were ever considered back then for fixed Water Compaction's distribution though since none of them ever got it. Shrug. (Slate 07 Addendum: probably shouldn't give either of these to too many mons even as much as Rain and Sun could still stand to be reined in a bit. Also Mudsdale "lost" Well-Baked Body since it now has Mud Wash over Own Tempo.)

Justification: I mostly liked the new move and ability distribution phase for the DLC1-added mons. Kudos to whomever thought of giving Ludicolo Overcoat especially; can we please not get rid of that for Dancer when Rain Dish is literally right there to still replace instead?

That said, Vikavolt got shafted rather hard compared to the majority of reintroduced mons even if Electroweb is of course a stupidly good move...when your opponent just doesn't have a Ground type, which is almost always the case; you better hope it's weak to Grass even though most of the already OU-worthy ones aren't. As such, Vikavolt still doesn't really have much going for it even with its huge SpA and relatively decent coverage, so I've decided to do the thing that has vaguely been talked about from the beginning of VaporeMons and make an Electric Surge mon that's at least an upgrade from Pincurchin while still not being anywhere as good as Tapu Koko--good riddance. Despite its weakness to Rocks, which helps keep it in check anyway, it has recovery like Pincurchin does, and unlike poor Pincurchin, it already has Volt Switch. It even now has a form of hazards like Pincurchin in the form of Electroweb, which is now an attack form of Sticky Web (for some reason).

I'm mostly giving it Magic Bounce due to its vague magnetism aspects without dipping into the somewhat disliked and often worthless ability Magnet Pull. I also wanted it to have another ability it might actually use besides Electric Surge that can actually bluff Levitate unlike, say, Speed Boost, which would fit its flavor but immediately announce itself and not fix its issues. Magic Bounce Vikavolt would also be a Magic Bounce mon that has a completely different defensive profile from Hatterene (and Espeon) beyond resisting Fighting, and unlike either of those mons, it has the bulk to be a slow pivot without needing to use an item or hope the opponent doesn't it; it also would now be able to remove hazards unlike either of them via Defog. (Honestly, I'm tempted to remove Electroweb from this given Electric Surge even though it's not like I even expanded its coverage since it already had Air Slash [and Flash Cannon], with Wind Breaker "merely" being a better version of that. Speaking of Flash Cannon, Tera Steel might be interesting on this Vikavolt even if Tera Shards are largely currently meh. Shrug.)
 
About time for vetoes again!

Before we get into the voting phase, we're gonna have a short Veto Phase, where we'll give people a chance to fix potentially broken submissions. This is right on the borderline between being busted or not because of its awful typing, but all of Shift Gear, Tough Claws, and Aqua Tail makes this just a bit too strong of a sweeper. Easiest way to balance it would be to just remove Shift Gear, forcing it to run Jolly on DDance sets reels it in quite a bit

Name: Prickly Coat
Effect: If the holder is hit by a contact move, the attacking Pokémon takes damage equal to 1/16 of its own maximum HP and a layer of Spikes is set on the opposing side of the field. If the move was Poison-type, a layer of Toxic Spikes is set on the opposing side instead. Each individual strike from a multi-strike move that makes contact will activate the Prickly Coat. Holder's Status moves are disabled, and their Defense and Sp. Defense stats are lowered by 25%.

Fling Power & Effect: 80; causes flinching.
Justification: The Joltemons Ability revamped into an item, now nerfed for worse hinderance.
While the drawbacks are substantial, passively setting hazards with an item really is just broken in concept, so this still ends up being too much

Description: If a grass type isn't Ogerpon or Meowscarada its grass type move options are honestly tragic. Root Pull is a better Seed Bomb that makes it so that usual suspects like Thundurus and Jugulis don't get free switch ins and crack your team open. Drum Beating buff is mostly to not make Rilla sad that its sig got completely taken away, allowing it to have a slightly different niche from Shaymin.
Not a veto, but since these aren't counterparts these would be voted on as two separate submissions (I see why you grouped them, but having the same secondary effect isn't enough (for example, Discharge and Thunder aren't counterparts))

Justification: The Trick Room family gains more brothers. The Spectical Room one is the most dubious, as it could also be equal to NGas. I like the Room series, this adds more flavor.
We've decided to not allow the addition of completely new rooms or weathers or similar things (i.e. Gravity), so this gets vetoed unfortunately.

Name: Flurry of Blows/Spirit Raze/Toxic Volley

Justification: Loaded Dice needs more friends. A rebalancing of all the multi hit moves and redistributing. I don‘t know who to, though.
Not a veto, but the way you have the flags and effect written after you removed the other multi-hit moves that were originally part of this subs makes them a little confusing to read, so I recommend just removing the extra flags and effects to make it clearer as to which move does what (you can just copy/paste what I have in the quote to do this)

Name: Mime’s Tools
Effect:
When Trick/Wonder/Magic/Fantastical/Marvel/Spectacle Room is set, the amount of turns it lasts changes from 5 to 8 if the Pokémon is holding this. If held by Kantonian Mr. Mime with Shape Stage, Defense is multiplied by a factor of 2.5, Special Attack, Special Defence, and Speed is multiplied by a factor of 1.5, and all status moves used by Mr. Mime have their priority increased to +1.
Can Be Knocked Off: When held by Mr. Mime, no, held by other, yes
Fling Power and Effect: 40 power, sets up random room
Justification: PRAISE MIMEZ! This item would usually be uberbusted on Mr. Mime, but with the line being gone this generation, this is just Damp Rock for the Room gang.
This gets vetoed both for extending the duration of Trick Room, which has historically made Trick Room teams broken when they have that much time to operate and because, even though it's not in the game yet, is DLC2 adds Mr. Mime, it would become broken with this (and while I typically wouldn't veto something based off of a future prediction like this, in this case it's pretty clear cut that Mr. Mime would be broken with those effects if it comes back, so it's better to nerf it now). I recommend making it this not effect Trick Room and only making the item boost Mr. Mime's SpA by 1.5x.

Name: Snomolite
Effect:
When used by a Snom, on switch in, all stats get a 3.5x omniboost, and move power is doubled.

This actually manages to make Snom broken, as its stats but insanely high and the doubled power on all its moves gives it the damage output to back it up. I recommend removing the doubled power on moves, as just a 3.5x omniboost should be enough.

Name: Shape Stage and Wonderous/Tricky/Magical/Fantastic/Marvelous/Spectacular Presence
Effect:
Sets random/Wonder/Tricky/Magical/Fantastical/Marvel/Spectacle room on switch in.
Distribution: Shape Stage is Mr. Mimes‘s Signature Ability, replacing either Soundproof or Technitian, while the others can be distributed between Psychic types.
For similar reasons as items that extend Trick Room being historically broken, abilities that auto-set Trick Room have also been historically made Trick Room teams too powerful. I recommend reducing these to just abilities that set Wonder Room and Magic Room
