That’s the announcer, not the mayor. Two separate roles, AG tried to claim the announcer as a mayor vote he submitted but later retracted the claim as it became very clear the claim was faulty, and the announcer has all but confirmed the retraction
Because I think both the extra vote from AG's mayor on skipper + the announcer's vote on pulsar just makes another tie.

It just also doesn’t quite fit any game design I’d put the chance of announcer’s vote counting as very very low.
