I think it's a great idea to do it as scum now that Laurel has brought up the possibility, for the reason he said but the extension of that is also that you're potentially maximising the number of 0-votes in the game, therefore meaning you have to PR hunt less with your nks, and the extension of that is you're free to shoot major roles in claim situations instead of constantly tinfoiling "well we voted x town player who's alive and is prob a PR in their own right, do we think the PR they picked is stronger than y claim".
It simplifies the game a lot for them and lets them play more traditionally. I'm not sure that mafia thought of this strategy, but I think it is directly optimal. But it should be noted as 2-3 because if one mafia player has an easy pre-game reason to vote another mafia player, then I think they almost always do that and just throw the other 2 on a townie.
