It's town sided yeah. A weighted coin flip. On maf I highly expect it to be with another night ability that can be outting. 2 votes for a mafia member is not really balanced, whereas on town 2 votes is fine for a lower power member. I also expect a mafia mayor to have the ability to conceal their votes somehow or control it.

I expect any roles that can alter the day vote in an offensive way are town such as mayor or gladiator, governor or lynchproof are much more likely scum roles.

By default, yes
it's fine practice, it enhances player agency by making it clear to people what the stakes are when they vote. You don't really want a day to end 7-6 and then have it actually be a tie because secretly someone on the 6 has two votes.

I prefer publicly announced.

they can be either alignment though
typically being a doublevoter is kind of a detriment to a wolf because at a certain point it becomes optimal to think about eliminating them before lylo
