    Perhaps it has just been a matter of luck, but I've found it like this. In fact, I have sometime resaved the game in front of him because I was having problems hitting the frame, and I managed to get it quite fast afterwards...Hope it works for you also...perhaps this is something that does not happen in platinum...(perhaps it doesn't happen in Pearl either and is just my impression...)
    This has happened to me also :( Hate when I finally hit the delay and then suddenly the frame fails...

    I completely agree with your theory that the frame varies depending on the NPC position when saving. Besides, I've observed another thing (I don't know if you have had this feeling also...): the frame shows less variability when I am above the man in the daycare when saving (I mean, look at the numbers in your keyboard...If the darcare's man is in "5", I've found it easier to hit the frame when you save being in "8").
